استفاده از توسعه الگوبرداری کیفیت جهت دست‌یابی به کلاس جهانی در خدمات دارویی بیماران خاص

هدف: بخش خدمات دارویی در تمامی کشورها به دو دلیل حایز اهمیت است: نخست اینکه با جان انسان‌ها سروکار دارد و در تمامی جوامع سرمایه انسانی یکی از مهم‌ترین سرمایه‌های آن کشور است؛ دوم به دلیل گردش بالای مالی در این صنعت. در سال‌های اخیر پیشرفت‌های بسیاری در داروسازی صورت گرفته است، اما مهم‌ترین معضل، عدم وجود راهکار درست و منطقی برای شناسایی نیازهای بیماران و به‌خصوص بیماران مبتلا به بیماری‌های خاص است. هدف این پژوهش شناسایی اولویت‌های خدمات درمانی بیماری‌های خاص در ایران در مقایسه با بهترین‌های این حوزه در سطح جهان و در جهت دست‌یابی به کلاس جهانی و اولویت‌بندی این نیازها است.روش‌شناسی پژوهش: این مطالعه یک پژوهش کاربردی است که در آن از ترکیب رویکردهای گسترش عملکرد کیفیت و الگوبرداری تحت عنوان توسعه الگوبرداری کیفیت بهره گرفته شده است. ابتدا الزامات کیفیت را از بیماران، پزشکان و داروسازان جمع‌آوری شده، سپس با مقایسه شرکت‌های دارویی برتر، رابطه میان الزامات و عناصر کیفیت تحلیل می‌شود و در نهایت، اهمیت وزنی هر عنصر را برای بهبود خدمات دارویی تعیین می‌گردد.یافته‌ها: نتایج پژوهش نشان داد که پنج عاملی که در حوزه خدمات دارویی ایران دارای بیشترین اولویت هستند به ترتیب عبارت‌اند از بهبود کیفیت تولید دارو، توانا ساختن پرسنل درمان، بهبود کیفیت توزیع دارو، ارتقای خدمات درمانی ویژه بیماری‌های خاص و بهبود نظارت بر تولید دارو.اصالت/ارزش‌افزوده علمی: این پژوهش روشی ساختارمند برای شناسایی و اولویت‌بندی نیازهای بیماران خاص در نظام خدمات دارویی ایران ارایه می‌دهد. نوآوری اصلی این تحقیق در به‌کارگیری هم‌زمان صدای مشتری (بیماران، پزشکان و داروسازان) و مقایسه با شرکت‌های دارویی پیشرو جهانی است، که امکان استخراج شکاف‌های عملکردی و تعیین عوامل کلیدی برای ارتقا سطح خدمات دارویی را فراهم می‌سازد.

the use of quality benchmarking deployment to achieve world class in pharmaceutical services at rare diseases

purpose: the pharmaceutical services sector is vital in all countries for two reasons. first، it deals with human lives، and in all societies، human capital is one of the most essential assets of that country. second، it is due to the high financial turnover in this industry. in recent years، many advances have been made in pharmaceuticals. still، the most essential problem is the lack of a correct and logical solution to identify the needs of patients، especially patients with rare diseases. this research aims to identify the priorities of medical services for rare diseases in iran in comparison with the best in this field worldwide، and to achieve world class and prioritize these needs.methodology: this study is an applied research that combines the approaches of quality function deployment and benchmarking under the title of quality benchmarking development. first، quality requirements are collected from patients، doctors، and pharmacists، then by comparing top pharmaceutical companies، the relationship between requirements and quality elements is analyzed، and finally، the weighted importance of each element for improving pharmaceutical services is determined.findings: the results of the study showed that the five factors that have the highest priority in the field of pharmaceutical services in iran are، respectively: improving the quality of drug production، empowering medical personnel، improving the quality of drug distribution، promoting medical services for rare diseases، and improving supervision of drug production.originality/value:  this study presents a structured approach for identifying and prioritizing the needs of patients with rare diseases within iran’s pharmaceutical service system. the main innovation of this research lies in the simultaneous integration of the voice of the customer (patients، physicians، and pharmacists) with benchmarking against leading global pharmaceutical companies، enabling the identification of performance gaps and the determination of key factors for enhancing the quality of pharmaceutical services.
