تاملی بر مسائل تامین وتنوع بخشی منابع مالی دانشگاه‌های دولتی

در دهه‌های اخیر افزایش قابل توجه دانشگاه‌ها همراه با رشد فزاینده تعداد دانشجویان، تامین ‌مالی دانشگاه‌های دولتی را به یکی از چالش‌های مهم پیش‌ روی نظام آموزش‌عالی کشور و به طور کلی دولت،‌ بدل کرده است. هرچند منبع اصلی تامین مالی دانشگاه‌های دولتی، بودجه دولت می‌باشد، اما تاکید محض بر این روش‌ و غفلت از سایر روش‌ها به دلایل متعدد ناکارآمد ‌است. پژوهش حاضر با هدف بررسی مسائل و مشکلات تامین وتنوع بخشی منابع مالی دانشگاه های دولتی انجام شد. روش پژوهش، کیفی از نوع پدیدارنگاری بود. جامعه پژوهش شامل مدیران دانشگاه‌های دولتی و صاحب‌نظران مدیریت مالی و اقتصاد آموزش‌عالی بودند که با استفاده از روش نمونه‌گیری هدفمند، با 23 نفر از آنها مصاحبه عمیق نیمه‌ساختار‌یافته انجام شد. جهت اعتبار یافته‌ها از معیارهای چهارگانه گابا و لینکلن و برای تحلیل داده‌ها از روش کدگذاری استراوس و کوربین استفاده گردید. یافته‌های پژوهش نشان داد که مشارکت‌کنندگان تحقیق، قبل از هر اقدامی بر تعیین شان و جایگاه آموزش عالی و توجه به رسالت و ماموریت دانشگاه تاکید می‌نمایند. از دیدگاه آنها، تامین منابع مالی دانشگاه‌های دولتی در ایران تحت تاثیر عواملی همچون شرایط اقتصادی- سیاسی و اجتماعی-فرهنگی کشور، میزان توجه به آمایش سرزمین در ایجاد رشته و تاسیس دانشگاه، توانمندسازی دانشگاه، توانایی مدیران در درآمدزایی، شفافیت قوانین، عدم وجود بوروکراسی دست و پاگیر، وجود دانشگاه دانش‌بنیان، ساختار رشته و روابط دانشگاه با سایر بخش‌ها برای کسب درآمد قرار می‌گیرد. در نهایت تحلیل داده‌های این تحقیق، حاکی از پدیده‌ی محوریِ ضعف تفکر درآمدزایی در دانشگاه‌های دولتی بود.

Deliberation on problems of financing and diversification of financial resources in public universities

In recent decades, significant increase with high growing numbers of students, has made financing of public universities into one of the major challenges higher education and government. However, the main source of financing public universities is government funding, but focusing purely on this procedure and the neglect of other methods is ineffective for various reasons. The purpose of this study was to investigate Issues and problems of financing and diversification of financial resources in public universities. The research method was qualitative phenomenology. The study population included administrators of public universities and experts in financial management and economics of higher education. Using purposive sampling method, 23 semi-structured in-depth interviews were conducted with them. To validate the qualitative findings, the Guba and Lincoln criteria were used. The findings were analyzed by Strauss and Corbin coding model. Analysis reveals that participants researched before any attempt emphasize to determine the status and role of higher education and attention to mission of the university. In their view, financing public universities in Iran is influenced by social-cultural and political -economic conditions of the country, according to the Spatial planning in the creation of a university and course of study, Ability of managers to earn, transparency of laws, absence of Cumbersome bureaucratic, a knowledge-based university, field structure, Relations of University to Other sectors However, The evidence indicative of earn thinking in public universities is weak.
