ضرورت عدالت آموزشی در ارایه آموزش‌های فنی و حرفه‌ای در دانشکده‌های فنی و حرفه‌ای کشور

ساماندهی دانشکده‌‌های فنی و حرفه‌ای در کشور با رویکرد آمایش سرزمین عنوان پژوهش حاضر است که هدف اصلی آن توسعه متعادل مناطق کشور براساس پتانسیل‌‌های هر منطقه می‌باشد.در این پژوهش با استفاده از روش‌ها و مدل‌‌های برنامه‌ریزی منطقه‌ای فرضیاتی به‌شرح زیر مورد آزمون قرار گرفت:1. موسسات آموزش فنی و حرفه‌ای در سطح کشور با توجه به ‌نظریه پایه توسعه استان‌ها در آمایش سرزمین متناسب با نیاز‌های محلی توسعه نیافته است. 2. موسسات فنی و حرفه‌ای در سطح کشور به‌صورت عادلانه توسعه نیافته است.نتایج حاصل از بررسی فرضیات بالا به‌شرح زیر می‌باشد:علی‌رغم وجود تقاضای بالا برای آموزش فنی و حرفه‌ای، به‌دلیل فقدان برنامه‌ها و راهبرد‌های بلند مدت برای توسعه این آموزش، مراکز آموزش‌عالی فنی و حرفه‌ای در سطح کشور به‌گونه‌ای نامتناسب با نیاز‌های محلی توزیع شده‌اند. عدم رعایت عدالت در توزیع مراکز آموزش‌عالی فنی و حرفه‌ای و نیز ظرفیت پذیرش این مراکز، سبب جابه‌جایی‌‌های بسیاری در سطح کشور به‌منظور دستیابی به ‌فرصت‌‌های آموزشی شده است.

The necessity of educational justice in providing technical and vocational trainings in technical and vocational faculties all over the country

Organizing the technical and vocational colleges nationwide approach to land use planning is the title of this research that its main aim is a balanced development of the regions of the country on the basis of each region's potential and the balance up to the crowd of manpower for the utilization of natural resources and to engage in economic activities. To achieve the above objectives, there were constraints such as access to colleges of education detailed information in the whole country. Hence, to achieve the above information, collaboration with the University of vocational and technical, information of students enrolled in academic year 9192 from educational system of all technical and vocational colleges was collected.In this study, using the methods and models of regional planning such as taxonomy, spatial coefficient model and other methods of planning, the following hypotheses were tested:Vocational and technical education institutions in the country considering to the basic theory of the development of states in land use planning tailored to the local needs was not developed. Vocational and technical institutions in the country are fairly undeveloped.The results review of the above assumptions is as follows:Despite the high demand for technical and professional training, due to the lack of long term strategies and programs for the development of this training, higher education centers technical and professional in the country in a manner in appropriate with local needs (population, potential and benefits of each area) are distributed.On the other hand the lack of justice in the distribution of vocational and technical higher education centers and also the capacity to accept of these centers has cause many relocation in the nationwide in order to achieve educational opportunities.
