ارزیابی برنامه‌های رسمی آموزش فنی و حرفه‌ای بر مبنای شواهد پژوهشی

در طول دو دهه‌ی گذشته، پژوهش‌های فراوانی در خصوص آموزش و پرورش فنی و حرفه‌ای انجام شده است. مقاله‌ی حاضر حاصل تحلیل محتوای 147 سند پژوهشی مربوط به برنامه‌های آموزش و پرورش فنی و حرفه‌ای است. در کمتر از 20 درصد این اسناد پژوهشی به نقاط مثبت برنامه شاخه‌های آموزش فنی و حرفه‌ای و کار دانش اشاره شده است. در حالی که در بیش از 80 درصد گزارش های پژوهشی، بر جنبه‌های منفی این برنامه‌ها تاکید شده است. به‌عبارتی دیگر، نگرش ها و واکنش های منفی گروه های ذی ربط نسبت به برنامه‌های مورد نظر، دست‌کم در 80 درصد اسناد پژوهشی منعکس شده است و شواهد ناظر بر جنبه‌های منفی بسیار روشن تر و نافذتر از شواهد و دلایلی است که برای نشان دادن نقاط مثبت ارایه شده اند. شواهد پژوهشی بر گسیختگی‌ بخش آموزش و پرورش فنی و حرفه‌ای از نظام آموزش کشور، نابسامانی و نبود رابطه‌ی نظام‌مند میان نیازهای جامعه و برنامه‌های آموزش فنی و حرفه‌ای،‌‌ ضعف آموزش عمومی و مهارت‌های عملی پایه، پایین بودن منزلت اجتماعی آموزش فنی و حرفه‌ای و فقدان شایستگی‌های کافی برای برنامه‌ریزی، اجرا و ارزشیابی این برنامه‌ها دلالت دارند. در این مقاله چالش‌ها و عوامل بازدارنده موفقیت آموزش‌های فنی و حرفه‌ای با توجه به وضع موجود آموزش فنی و حرفه‌ای در کشور که در اسناد پژوهشی منعکس شده‌، بیان و سپس با توجه به فرصت‌های موجود پیشنهادهایی ارایه شده ‌است.

Formal technical and vocational training programs in the mirror of research

The purpose of this study was to evaluate the technical and vocational education programs in Iran by review of research evidences. Over the past two decades, many studies have been done on technical and vocational education. This article is the result of a content analysis of 147 documents related to technical and vocational education programs. Less than 20 percent of these documents focus on positive points of technical and vocational training. Negative aspects of mentioned programs have been emphasized in more than 80 percent of research documents. In other words, negative attitudes and reactions of stakeholders to the programs concerned, at least 80 percent of documents have reflected and evidences corresponding negative aspects of mentioned programs is very clearer and convincing than evidence that have been presented to show the positive points. Research evidence implies of the rupture the technical and vocational education from the education system, disorder and lack of systematic relationship between community needs and programs, poor quality of public education and basic practical skills, low social status of technical training and lack of sufficient professional competence for planning, implementation and evaluation of these programs. In this article, challenges and restraining of technical and vocational education programs due to the current situation has explained and the suggestions have been given regarding opportunities.
