بررسی سیر تکوینی اسناد حِرف مهندسان و کاردان های فنی ساختمان

پژوهش حاضر به هدف فرانمودن روند تدوین اسناد حِرف مهندسان و کاردان های فنی ساختمان با رویکرد کیفی و بیان توصیفی- تحلیلی صورت گرفته است و دربردارنده ی مراحل تجزیه و تحلیل شغلی، بیان دیدگاه ها و تصمیمات اتخاذ شده در حین تدوین اسناد توسط کارگروه تحلیل حرفه است. در انتخاب اعضای کارگروه از روش نمونه گیری زنجیره ایی استفاده شده و متشکل از خبرگان عرصه مهندسی ساختمان استان فارس و نماینده سازمان آموزش فنی و حرفه ای بوده است. با هم اندیشی اعضای کارگروه تحلیل حرفه با توجه به صلاحیت های درنظر گرفته شده در نظام مهندسی ساختمان کشور ، سه گرایش شغلی اصلی شامل محاسبه، اجرا و نظارت برای مهندسان ساختمان مشخص شد که با شناسایی کارها و رسیدن به توافق جمعی، مولفه های شایستگی هر شغل تعیین شد و مجموعا 60 استاندارد شایستگی و ارزشیابی در این بخش حاصل گردید و در خصوص حرفه کاردان های فنی ساختمان نیز با توجه به حدود صلاحت دارندگان پروانه اشتغال به کار کاردانی با تشخیص سه وظیفه شغلی شامل: اجرا، نظارت و کارهای عمومی ساختمان با شناسایی کارها و شایستگی های هر شغل، 60 استاندارد شایستگی و ارزشیابی تدوین گردید.برای مطالعه و اعتبار بخشی استانداردهای مستخرج، از نظر سایر نهادها و دانشگاه ها نیز استفاده شد. این استانداردها بعنوان سنگ بنای آموزش های مهارتی، ضمن ایجاد مسیر توسعه حرفه ایی موجب بهبود عملکرد شغلی و توانمند سازی مهندسان و کاردان های فنی ساختمان شده و با یک الگوی بومی زنجیره ی دانش، کسب مهارت و اشتغال را تکمیل می کند.

investigating the development process of the vocations of engineers and skills of building technicians

the present descriptive-analytical study aims to explain the process of drafting professional documents of engineers and construction technical assistants with a qualitative approach. it includes the steps of job analysis, the statement of views and decisions taken during the preparation of documents by the professional analysis working group. a chain sampling method was used to select the members of the working group and it consisted of experts in the field of construction engineering in fars province as well as representatives of the technical and vocational education organization. with the consensus of the members of the professional analysis working group, according to the competencies considered in the country’s construction engineering system, three main career trends including calculation, implementation and supervision for construction engineers were determined. by identifying the tasks and reaching a collective agreement, the competence components of each job were determined and a total of 60 competence and evaluation standards were obtained in this category, regarding the profession of technical construction assistants, given the limits of competence of the holders of the employment license to work as an associate with  the identification of three job duties,including execution, supervision and general works of the building by identifying the tasks and competencies of each job, 60 competency standards and evaluation were compiled. it was also used by other institutions and universities to study and validate the extracted standards. these standards, as the base of skill training, while creating a path for professional development, improve job performance and empower engineers and construction technicians.
