واکاوی ابعاد و مولفه های کیفیت داده در نظام آموزش مهارت با تاکید بر سازمان آموزش فنی و حرفه ای کشور

با توجه به اهمیت آمار در سیاست گذاری و برنامه ریزی‌ها، همواره موضوع کیفیت آمارهای ارائه شده، دغدغه‌ی اصلی استفاده کنندگان و تولیدکنندگان آمار بوده است. بنابراین لازم است درجه‌ی اعتماد، دقت، صحت و سایر ویژگی‌های داده ها و به عبارتی «کیفیت» این داده ها تضمین شود. بی شک سازمان آموزش فنی و حرفه ای کشور به عنوان یکی از ارکان مهم آموزش های مهارتی، نیازمند یک نظام داده‌های عملکردی با کیفیت و استاندارد است. شناخت این نظام راهگشای بازطراحی این نظام بر پایه ابعاد کیفیت و حکمرانی داده است. در این راستا در این تحقیق به بررسی و استخراج این ابعاد و مولفه ها پرداخته شده است. در این مطالعه از روش‌ تحقیق آمیخته به منظور واکاوی و تبیین ابعاد و مولفه های کیفیت داده در سازمان آموزش فنی و حرفه ای بهره برده شده است. یافته های تحقیق نشان داد که به جزء در بُعد قابلیت بازنمایی داده ها، در سایر ابعاد کیفیت داده (کیفیت ذاتی داده ها، کیفیت زمینه ای، قابلیت دسترسی و قابلیت نمایش) در سطح اطمینان 95 درصد، بین وضعیت مطلوب و وضعیت موجود کیفیت داده در سازمان مذکور، تفاوت معنی‌داری وجود دارد (مقدار آماره t  بیشتر از 1.96 و میزان معنی‌داری کمتر از 0.01 است). در نتیجه می توان گفت که وضعیت موجود نظام کیفیت داده سازمان آموزش فنی و حرفه ای کشور در حد مطلوب نبوده و لازم است مبتنی بر چارچوب‌های بین المللی مدیریت و تضمین کیفیت داده، نسبت به ارتقاء سطح کیفی نظام داده های عملکردی خود اهتمام ورزد.

analyzing the dimensions and components of data quality in the skill training system with an emphasis on the iran technical and vocational education organization

due to the importance of statistics in policy making and planning, the quality of the statistics provided has always been the main concern of users and producers of statistics. therefore, it is necessary to guarantee the degree of trust, accuracy, correctness and other characteristics of the data, in other words, the quality of this data. undoubtedly, the iran technical and vocational education organization, needs a quality and standard functional data system. the study of this system has opened the way for the redesign of this system based on the dimensions of quality and data governance. in this regard, in this research, these dimensions and components have been examined and extracted. the mixed method used in order to analyze and explain the dimensions and components of data quality. the findings of the research showed that except in the aspect of data representation, in other aspects of data quality (intrinsic quality of data, contextual quality, accessibility and display ability) there is a significant difference between the desired state and the existing state of data quality at the 95% confidence level in the mentioned organization (t > 1.96 and sig. < 0.01). as a result, it can be said that the current state of the data quality system of the iran technical and vocational education organization is not optimal and it is necessary to pay attention to the improvement of the quality level of its functional data system based on the international frameworks of data quality management and assurance.
