طراحی و اعتباریابی مدل ارتقای ظرفیت خط مشی گذاری آموزش های مهارتی کشور

هدف پژوهش حاضر طراحی و اعتباریابی مدل ارتقای ظرفیت خط مشی گذاری آموزش های مهارتی کشور می باشد. محقق با پارادایم پراگماتیسم و استراتژی داده بنیاد و معادلات ساختاری دررویکردی آمیخته اقدام به حل مسئله نموده است. نمونه‌های پژوهش در قسمت خبرگان بصورت غیرتصادفی هدفمند با بهره گیری از تحلیل محتوای پنهان ، به تعداد 15 نفر و در بخش آزمایش مدل توسط نرم افزار gpower 3.1 با دقت 95% ، قدرت تعمیم پذیری 90% وبا رعایت چارچوب نمونه گیری، تعداد 215 نفر محاسبه گردید.برای گردآوری داده ها از ابزارهای مصاحبه نیمه ساختار یافته و پرسشنامه احصا شده از کدهای برخاسته از مصاحبه ها  در نرم افزار maxqda2020 استفاده شد. پیش پردازش داده ها با نرم‌افزارspss26 و برای تجزیه و تحلیل مدل smartpls3 استفاده شد. با شناسایی مولفه های ارتقاء ظرفیت خط مشی گذاری حوزه پژوهش و عوامل موثر بر آن و اجرای آزمون های pls ؛ در نهایت شاخص برازش مدل  srmr=0.063  نشان از برازش مطلوب مدل نهایی پژوهش داشته و مقدار 0.69=r2حاکی از قوی بودن پیش بینی تاثیر مذکور می باشد. نمودار تحلیل اهمیت‌عملکرد (ipma)  نشان داد شاخص های تلاش برای افزایش مخاطب ؛ اتخاذ تدابیر اعتماد دهنده و محدودیت های بودجه ای نیاز به توجه ویژه سیاستگذاران آموزش های مهارتی داشته، هم چنین ایجاد کانون های تفکر، توجه به سرمایه های انسانی درون سیستمی، مشخص نمودن متولی ثابت برای موضوع فرهنگ سازمانی ،تقویت جایگاه خط مشی گذاری و ارائه آموزش های لازم آن، بازنگری قوانین برای جلوگیری از اتلاف منابع ، بایست در دستور کار قرار گیرد.

designing and validating of iran’s skill training policy capacity improvement model

the aim of the current research is to design and validating a model for improvement the policy capacity of skill training in iran.researcher has tried to solve the problem with the pragmatic paradigm and choosing the grounded theory strategy and structural equation model using a mixed method.sample choosing in the expert section was purposeful and non‌randomized sampling method by using hidden content analysis implemented with 15 persons.in the model testing section,using gpower3.1 software with 95% accuracy and 90% generalizability of the results;according to this research sampling framework,was calculated n=215.for data collecting,semi‌structured interview tool and a questionnaire were used to collect the codes from the interviews with maxqda2020. data pre‌processing was done with spss26 and then smartpls3 was used for model analysis.with identifying the components of improving the policy capacity of skill training and the factors affecting them and implementation of all the tests in the pls; finally, the fit index of the model srmr=0.063 showed that the final model, has a goodness of fit, and the r2 =0.69 indicates the strength of the prediction of the said effect.the importance‌performance matrix analysis chart (ipma) showed that the indicators of efforts to increase the audience;the trustworthy decision making and budget restrictions require special attention by skill training policy makers.also,the organization should create think tank,pay attention to human capital within the system, identifying a permanent custodian for the organizational culture,policy making reinforcement and provide necessary training in this field, review laws to prevent waste of resources, it should be on the agenda.
