برنامه‌ریزی استراتژیک دوره‌های مهارتی ویژه دانشجویان و فارغ التحصیلان دانشگاهی به روش swot در شهرستان سمنان

هدف از پژوهش حاضر برنامه ریزی استراتژیک دوره های مهارتی ویژه دانشجویان و فارغ التحصیلان دانشگاهی با مطالعه موردی در حوزه آموزش های فنی و حرفه ای در شهرستان سمنان بر اساس چهارچوب جامع تدوین استراتژی با استفاده از الگوی تجزیه و تحلیل swot و تصمیم گیری بر اساس مدل qspm می باشد. پژوهش حاضر از نظر هدف کاربردی و از نظر روش توصیفی-تحلیلی می باشد. در این پژوهش اطلاعات از طریق پرسشنامه از  24 نفر به عنوان خبرگان جمع آوری گردید. پس از نشست ها و بهره گیری از کمک و نظر خبرگان، پاسخ های لازم تهیه و در گزاره های استراتژیک سازمان گنجانده شد .بر این اساس و با توجه به فلسفه مدیریتی و ارکان استراتژی سازمان آموزش فنی و حرفه ای کشور در کلیات فرآیند برنامه ریزی استراتژیک با استفاده از روش تحلیل ماتریس swot به ارزیابی نقاط ضعف و قوت (درون سازمانی) و فرصت ها و تهدید ها (برون سازمانی) پرداخته شد سپس از نظر درجه اهمیت و اولویت رتبه بندی صورت گرفت و نهایتاً با روش qspm استراتژی های برتر معرفی گردید. نتایج نشان داد سه راهبرد سازمانی شامل، استراتژی بازنگری استانداردهای آموزش مهارتی به منظور بهبود آموزش های مهارتی کاربردی و استراتژی مشارکت با دانشگاه ها و نهادهای آموزشی در اجرای دوره های مهارتی به منظور رضایت تامین کنندگان آموزش حرفه ای و افزایش سطح مهارت در جامعه و تغییر جهت دانشگاه ها به سمت آموزش های مهارت محور با هدف تولید علم و فناوری از طریق انجام پژوهش های بنیادی، کاربردی و توسعه ای دارای اهمیت می باشد.

the purpose of this study is strategic planning of skill courses for students and university graduates with a case study in the field of technical and vocational education in semnan city based on a comprehensive strategy formulation framework using swot analysis model and decision making based on qspm model. it is. the present study is applied in terms of purpose and descriptive-analytical in terms of method. in this study, information was collected through a questionnaire from 24 people as experts. after the meetings and benefiting from the help and opinion of experts, the necessary answers were prepared and included in the strategic statements of the organization. strategic using swot matrix analysis method, strengths and weaknesses (within the organization) and opportunities and threats (outside the organization) were evaluated, then ranked in terms of importance and priority, and finally with the qspm method, the best strategies were introduced. turned. the results showed that three organizational strategies, including the strategy of reviewing skills training standards to improve applied skills training and the strategy of partnering with universities and educational institutions in implementing skills courses to satisfy vocational training providers and increase the level of skills in society and the shift of universities towards skill-based education with the aim of producing science and technology through basic, applied and developmental research is important.
