مروری بر مطالعات ایرانی دربارهٔ سیاست‌گذاری پژوهش‌های بنیادین در ایران

پژوهش‌هایی که به ایجاد فهمی بنیادی درباره‌ موضوع پژوهش منجر می‌شوند و هدف کاربردی خاصی ندارند پژوهش‌های بنیادین نامیده می‌شوند. جنبه‌های مختلف این پژوهش‌ها موضوع تحقیق دانشمندانی از ایران و جهان بوده است. شناخت بیشتر دانشمندان ایرانی از شرایط خاص ایران و تاثیر آن بر پژوهش‌های بنیادین و نیز تاثیر آن‌ها بر سیاست‌گذاران علمی کشور، بررسی نظرات آن‌ها را برای فهم بهتر روند سیاست‌گذاری علوم و تحقیقات بنیادین در ایران ضروری می‌سازد.در اثر حاضر، تلاش شد تا با بررسی مقالات و کتب فارسی و انگلیسی نویسندگان ایرانی درباره‌ پژوهش‌های بنیادین و نیز قوانین و اسناد بالادستی مرتبط، نقشه‌ای از این پژوهش‌ها و دیدگاه‌های گوناگون ترسیم شود. پژوهش‌های مختلفی در حوزه‌های ماهیت این پژوهش‌ها، سیاست‌گذاری عمومی در قبال آن‌ها، بررسی وضعیت این پژوهش‌ها با معیارهای علم‌سنجی و جنبه‌های جامعه‌شناختی و تاریخی صورت گرفته است که پژوهش‌های سیاست‌گذارانه در این اثر بررسی شده‌اند.در مجموع، به نظر می‌رسد به‌رغم عدم موفقیت عملی در سیاست‌گذاری مناسب در حوزه‌ علوم پایه، اجماع نظری در وضعیت فعلی علوم پایه، شیوه‌های سیاست‌گذاری و لزوم حمایت دولتی از آن در بین محققین وجود دارد و از نظر محققین، مشکل اصلی فاصله‌ سیاست‌گذاری و اجرا در ایران است.

a review of iranian studies on basic research policymaking in iran

researches that lead to a fundamental understanding of the research subject and do not have a specific practical purpose are called fundamental researches. various aspects of these studies have been the subject of research by researchers from iran and the world. more knowledge of iranian researchers about iran’s special conditions and its effect on basic researches as well as their influence on the country’s scientific policy makers makes it necessary to examine their opinions for a better understanding of the policy making process of basic science and researches in iran.in the present work, an attempt was made to draw a map of these researches and various viewpoints by examining persian and english articles and books of iranian authors about fundamental researches as well as relevant higher law and documents. various researches have been carried out in the fields of the nature of basic researches, public policies towards them, the investigation of the status of these researches with scientometric criteria and sociological and historical aspects.in general, it seems that despite the lack of practical success in proper policy making in the field of basic sciences and research, there is a theoretical consensus in the current state of basic sciences, policy methods and the need for government support among researchers. according to researchers, the main problem in iran is the gap between policy making and implementation.
