مروری بر نقش دولت‌ها در توسعه پهن‌باند و ارائه راهبردها

در جهان امروز، اهمیت ارتباطات و خصوصاً استفاده از فضای مجازی تا حدی است که از آن به‌عنوان راهکاری برای توسعه یاد می‎شود. اگرچه در تاثیرگذاری سرعت اینترنت و فناوری‌های نوین آن در اقتصاد مناقشاتی وجود دارد، اما به‌دلیل غالب بودن اثرات مثبت اقتصادی بر اثرات منفی آن، غالب کشورهای توسعه‌یافته و در حال توسعه به‌دنبال افزایش سطح دسترسی مردم و نهاد‌های اقتصادی به فناوری پهن‌باند هستند. عوامل و علل متعددی در تحقق و توسعه این فناوری وجود دارد، اما بسیاری از کارشناسان معتقدند که بخش عمومی و دولتی مهم‎ترین نقش را در تولید و استفاده از خدمات پهن‌باند دارد. لذا این پژوهش برای بررسی این مسئله، به مطالعه تجربه کشورهای پیش‌رو در زمینه فناوری پهن‌باند پرداخته و سیاست‌های دولت‌ها در توسعه این فناوری را مورد مداقه قرار داده است. نتایج این پژوهش که با روش تحقیق تحلیلی – توصیفی و با استفاده از منابع کتابخانه‌ای، تحلیل اسنادی و نیز تحقیق و توسعه به‌دست آمده است، ضمن تایید اهمیت نقش دولت‌ها در توجه و اهتمام به توسعه فناوری پهن‌باند و لزوم سیاست‌گذاری در زمینه توسعه این فناوری، نشان می‌دهد که می‌توان این سیاست‌ها را ذیل سه عنوان سیاست‌های عمومی، سیاست‌های طرف عرضه و سیاست‌های طرف تقاضا دسته‌بندی نمود.

An overview of the role of governments in broadband development and strategies

Today, the importance of communication especially in cyberspace has grown rapidly so that it has been recognized as a strategy for development. Although there are controversies about the effectiveness of the speed of the internet and its new technologies on the economy, but dominance of positive economic effects on its negative ones, has made most countries, trying to increase the access of people and economic institutions to broadband technology. Among different factors affecting the development of this technology, many experts believe that the public sector plays the most important role in the production and use of broadband services. This study is aimed to study the experience of leading countries in the field of broadband technology and scrutinizing government policies in the development of broadband technology. Using analyticdescriptive methodology, the results of this study confirm the important role of governments’ interest in the development of broadband technology and the need for policymaking in this technology. These policies can be grouped under three headings of public policies, supplyside policies and demandside policies.
