رویکرد علوم شناختی به نقش خلاقیت در توسعه اقتصادی

توسعه اقتصادی از جمله دغدغه های بنیادین هر جامعه‌ای بوده و چیستی و نحوه تحقق آن را می‌توان زیربنایی‌ترین موضوع اقتصاد توسعه در نظر گرفت. در طول تاریخ علم اقتصاد، اندیشمندان بزرگی در این زمینه به نظریه‌پردازی پرداختند. این مقاله سعی دارد تا با رویکرد جدیدی به تبیین این موضوع بپردازد. برای این منظور، ابتدا به سیر تطور اندیشه‌های توسعه پرداخته شده که در آن نقش سرمایه انسانی در دیدگاه‌های مختلف توضیح داده شده است. یافته‌های این مطالعه نشان می‌دهد که علوم شناختی به‌عنوان یکی از علوم میان رشته ای نوین در عصر حاضر، بستر و ظرفیت جدیدی را برای واکاوی پدیده توسعه اقتصادی فراهم نموده است. با عنایت به این که «خلاقیت» از «مغز انسان» نشات می‌گیرد، می‌توان از یافته‌های علوم‌شناختی برای تبیین پدیده خلاقیت و نقش آن در فرایند توسعه اقتصادی بهره گرفت. در واقع خلاقیت و نواوری و کارافرینی برخاسته ازآن پیشرانی قدرتمند در جهت توسعه اقتصادی جوامع است و توسعه اقتصادی با شناسایی انسان‌های خلاق و نوآور و کارآفرین و بسترسازی در جهت پرورش و تربیت انسان‌های خلاق و توسعه سرمایه انسانی و بالتبع آن ایجاد اشتغال مبتنی برنواوری و دانش بنیانی و افزایش درامد تحقق می‌یابد. در این مطالعه سعی شده است با روش مروری تحلیلی به تبیین پدیده مورد نظر یعنی نقش خلاقیت بر توسعه اقتصادی با رویکرد علوم شناختی پرداخته شود. یافته ها و نتایج تجربی پژوهش های مشابه و تجربه اخیرکشورها نشان می دهد که خلاقیت یکی از مهم ترین و بنیادی ترین مولفه های موثر بر توسعه اقتصادی کشورهای پیشرو می‌باشد. تمرکز بر این دیدگاه می تواند قابلیت های ویژه علمی، فنی و کاربردی برای سیاستگذاران و برنامه‌ریزان فراهم کند.

Cognitive Approach to Role of Creativity in Economic Development

Economic development is one of the fundamental concerns of any society, and what it is and how to achieve it can be considered the most fundamental issue of development economics. Throughout the history of economics, great thinkers have theorized in this field. This article tries to explain this issue with a new approach. For this purpose, firstly, the evolution of development ideas has been discussed, in which the role of human capital has been explained from different perspectives. The findings of this study show that cognitive science, as one of the new interdisciplinary sciences in the current era, has provided a new platform and capacity for analyzing the phenomenon of economic development. Considering that &creativity& originates from the &human brain,& scientific findings can be used to explain the phenomenon of creativity and its role in economic development. In fact, creativity, innovation, and entrepreneurship arising from it is a powerful driving force for the economic development of societies, and economic development is by identifying creative and innovative people and entrepreneurs and creating a platform for nurturing and educating creative people and developing human capital, and consequently, creating employment based on innovation and knowledge. The foundation and increase in income are realized. In this study, an attempt has been made to explain the desired phenomenon, i.e., the role of creativity on economic development, with a cognitive science approach. The findings and experimental results of similar research and the recent experience of countries show that creativity is one of the most critical and fundamental components affecting the economic development of leading countries. Focusing on this perspective can provide policymakers and planners with remarkable scientific, technical, and practical capabilities.
