بررسی و مطالعه حاشیه‌نشینی و پدیده اسکان‌ غیررسمی

اسکان غیررسمی پدیده ای خودرو است. اغلب بدون مجوز ساختمان و برنامه‌ رسمی شهرسازی درون یا مجاور شهرها به ویژه شهرهای بزرگ رخ می دهد. این پدیده، تجلی برآورده نشدن نیاز مسکن و سرپناه اقشار کم درآمدی است که در فضای رسمی و برنامه ریزی شده شهری جایی ندارند. در سکونتگاه های غیررسمی نابسامانی های فراوان در ابعاد کالبدی، اجتماعی، اقتصادی، زیست محیطی و سایر عوامل سطح زندگی ساکنان را کاهش داده است. این مقاله به بررسی ابعاد مختلف اسکان غیررسمی، تعاریف مفاهیم و ویژگی های انواع سکونتگاه های غیررسمی بصورت توصیفی پرداخته شده است. روش تحقیق بصورت توصیفیتحلیلی است که جمع آوری داده ها عمدتاً از طریق مطالعات کتابخانه ای صورت گرفته است. بر طبق بررسی نتایج، حاشیه‌نشینی عمدتاً برای رفع نیاز مسکن افرادی است که این افراد با دلایل مختلفی از مصالح غیرمتعارف در زمین های دور افتاده شهری و یا فاقد استاندارد سکونتگاه های خود را برپا می سازند. برای رفع نیاز مسکن خود اغلب در وضعیت بد معیشتی قرار می گیرند. عمدتاً بخشی از اقتصاد شهر را بر عهده دارند ولی توان تهیه سرپناه در داخل شهر را ندارند که با حاشیه‌نشینی این نیاز خود را برطرف می کنند. سکونتگاه های غیررسمی می توانند فرصتی برای اقشار کم درآمد باشند و با به حداقل رساندن مشکلات این مناطق در تامین نیاز سرپناه یاری رسانند.

Investigation and Study of the Marginalization and the Phenomenon of the Informal Settlement

The informal settlement is a selfdriven phenomenon that often occurs without a building permit and the formal plan of the urbanism inside or in the margin of the cities, large cities in particular. This phenomenon is the manifestation of the lack of meeting the housing and shelter needs of the lowincome class that have no place in the planned and official urban space. The numerous disorders in the environmental, economic, social, and physical aspects and other factors have reduced the living quality of the residents in the informal settlements. The current paper investigates various aspects of the informal settlement, definitions, and characteristics of different types of informal settlements descriptively. The research method is analyticaldescriptive, and the data collection method is mainly library studies. Based on the results, the marginalization is to meet the housing needs of individuals who build their settlements with uncommon materials in the remote urban lands or with the lack of standards for various reasons. They are in a poor living situation to meet their housing need. These individuals are responsible for mainly a part of the city economy. However, they cannot afford to provide shelter inside the city, and therefore, meet their needs by marginalization. Informal settlements can become an opportunity for lowincome classes, or they can contribute to providing shelter by reducing the problems of these regions.
