مالیات اسلامی، کاراترین نظام مالیاتی است و نمی‌توان نظامی دیگر را جایگزین آن نمود.مالیات‌های اسلامی، مالیاتی دولتی هستند و دریافت آن‌ها بر دولت اسلامی واجب است. مالیات اسلامی به خزانه ملی وارد می‌شود و صرفِ هزینه‌‌‌‌‌‌‌های جاری دولت می‌گردد. بسیاری از فقها، حکومتی بودن زکات را تایید کرده‌اند. دو‌گانگى در نظام مالیاتی، موجب بالا رفتن بار‌ مالیاتى و افزایش فرار مالیاتى مى‌شود. نرخ‌ها و نصاب‌های مالیات اسلامی، تاسیسی، قابل بسط به همه تولیدات و درآمدها و بر حسب شرایط، قابل تعدیل است. مالیات اسلامی، مالیات مستقیم است. این نظام، مبتنی بر آبادانی و مشوق آن است. این نظام، آثار بسیاری مانند کاهش فرار مالیاتی، افزایش کارایی، افزایش رفاه کل، کاهش مصارف و فعالیت‌های غیر‌مولد و ایجاد تعادل به همراه دارد. یکپارچه‌سازی نظام مالیاتی بر اساس اصول و مبانی نظام اسلامی، یک ضرورت بزرگ است و می‌تواند به یک انقلاب موثر در نظام اقتصادی کشور بینجامد.

Sussestion for Extension and Replacement of the Tax System of Islam

Islamic tax system is the most efficient system and cannot be replaced by other systems. Islamic taxes are state taxes. Islamic scholars and jurisprudents have confirmed this matter. It is incumbent upon the Islamic government to collect Islamic taxes. Islamic taxes must enter directly into State National Treasury and must be spent on government current spending. Dichotomy in the tax system induces increasing tax burden and tax evasion. Rates of this system must be extended to all producs and incomes, and can be adjusted according to the conditions and situations. Islamic taxes are direct taxes. This system is based on development and prosperity. This system has effects like reducing tax evasion, increased efficiency, increased total welfare, reducing costs and nonproductive activities and bringing balance. Integrating of tax system based on the principles of the Islamic system is a great need and can lead to a kind of revolution in economic system.
