مرور نظام مند مطالعات داخلی مردمی سازی اقتصاد

مردمی سازی اقتصاد به‌عنوان یک مفهوم کلیدی در اقتصاد مقاومتی، به معنای «حضور و مشارکت فعال مردم در تمام عرصه‌های اقتصادی» است.  پژوهش حاضر با استفاده از روش مرور نظام مند و تحلیل داده‌ها، ابعاد چیستی، چرایی و چگونگی مردمی سازی اقتصاد را بررسی کرده است. تعداد مطالعاتی که بر اساس غربالگری اولیه در عناوین و چکیده‌ها انتخاب شدند 210 عنوان بوده است که بر اساس معیارهای ورود و خروج،  حدود 83 مطالعه انتخاب شده است. بررسی 83 مطالعه منتخب در بازه زمانی 1390 تا 1403 نشان داد که پژوهش‌ها در این حوزه در سه دسته کلی «حکمرانی، سیاست‌گذاری و اجرا»، «مطالعات نظری و بنیادین» و «تجربه‌نگاری و الگوهای داخلی و خارجی« قابل تقسیم‌بندی هستند. پژوهش‌های انجام شده از روش‌های متنوعی بهره برده‌اند. 62 مطالعه از روش‌های تحلیلی-توصیفی، 15 مطالعه از روش تحلیل کیفی نظیر تحلیل مضمون و داده‌بنیاد و 6 مطالعه از روش‌های ترکیبی یا اجتهادی استفاده کرده‌اند. در این مقالات تعاریف مردمی سازی اقتصاد از منظر اهداف (نظیر عدالت اجتماعی، افزایش کارآیی و رفع تعارض منافع)، نتایج مورد انتظار (نظیر کاهش انحصار و افزایش عزت‌مندی اقتصادی)، فرآیندها (با تاکید بر مشارکت حداکثری مردم در سطوح مختلف)، متضادها، روابط حکمرانی، انگیزه‌ها و شاخص‌ها مورد بررسی قرار گرفته است. در محور چرایی یه مبنا و  دلایل پذیرش اقتصاد مردمی پرداخته شده است و اقتصاد اسلامی، اقتصاد مقاومتی، دیدگاه رهبران و قانون اساسی و اقتصاد متعارف و دگراندیش و تجارب داخلی و خارجی از دلایل اصلی بودند. در محور چگونگی، لوازم زمینه‌ای و ساختاری تحقق اقتصاد مردمی و راهبردهای اجرایی بررسی شدند. در انتهای مقاله تحلیل و نقد مطالعات انجام شده صورت گرفته و پیشنهاداتی به منظور تحقیقات آتی ارائه شده است.

systematic review of domestic studies on expanding public participation in the economy

the democratization of the economy as a key concept in the resistance economy, meaning the active presence and participation of the people in all economic spheres, was examined in the present study through a systematic review and data analysis, focusing on its dimensions: the 'what', 'why', and 'how'. initially, 210 studies were selected based on a screening of titles and abstracts. following the application of inclusion and exclusion criteria, approximately 83 studies were ultimately chosen for analysis. a review of these 83 selected studies, published between 2011 and 2024, revealed that the research in this domain can be categorized into three main groups: 1) governance, policy-making, and implementation, 2) theoretical and fundamental studies, and 3) documentation of experiences and domestic/international models. the employed research methods were diverse: 62 studies utilized descriptive-analytical methods, 15 studies applied qualitative analyses such as thematic analysis and grounded theory, and 6 studies adopted mixed-methods or ijtihadi (interpretive-juristic) approaches. in these articles, definitions of the democratization of the economy were explored from the perspectives of objectives, expected outcomes, processes, antithetical concepts, relations of governance and incentives and indicators. the identified objectives encompass social justice, enhanced efficiency, and resolution of conflict of interests. the expected outcomes included reducing monopolies and increasing economic dignity. the processes emphasized maximizing public participation at various levels. regarding the 'why' dimension, the foundation and rationales for adopting a popular economy were discussed. the primary reasons identified were islamic economics, the resistance economy, the perspectives of national leaders and the constitution, as well as heterodox economic thought and domestic/foreign experiences. concerning the 'how' dimension, the study examined the contextual and structural prerequisites for realizing a democratic economy, along with the requisite executive strategies. a critical analysis and evaluation of the conducted studies are presented in the final section of the paper, along with recommendations for future research endeavors.
