اوراق جعاله، ابزاری مناسب برای تامین مالی صنعت نفت‌وگاز

عدم‌وابستگی یا کاهش وابستگی به درآمدهای نفتی در بلندمدت از ضرورت‌های کشور است، لکن تاثیرات اقتصادی و غیراقتصادی درآمدهای نفتی در کوتاه‌مدت و میان‌مدت در کشور از سویی و ضرورت تامین مالی انرژی مصرفی در داخل از سوی دیگر، تامین منابع مالی و اعتباری برای اجرای پروژه‌های صنعت نفت‌وگاز مخصوصاً در شرایط موجود اقتصادی و تنگناهای اعتباری داخلی و بین‌المللی، یکی از دغدغه‌های اصلی نهادهای سیاست‌گذار و اجرایی کشور در جهت توسعه پایدار و دستیابی به اهداف 20 ساله صنعت نفت و کشور در افق سال 1404 و سیاست‌های اقتصاد مقاومتی بوده است.این پژوهش با استفاده از مطالعات کتابخانه‌ای و با روش توصیفی– تحلیلی به‌دنبال تبیین این است که طبق معیارهای مالی و اقتصادی، اوراق جعاله می‌تواند به‌عنوان ابزاری مناسب در جهت تامین مالی صنعت نفت کشور به‌کار گرفته شود. یافته‌های تحقیق نشان می‌دهد اوراق جعاله طبق مهم‌ترین معیارهای اقتصاد خرد شامل تطابق با اهداف‎ و انگیزه‌های مشتریان‌، تناسب با روحیات و سلایق سرمایه‌گذران، میزان نقدشوندگی اوراق‌ و درجه کارایی، همچنین از جهت مهم‌ترین معیارهای اقتصاد کلان شامل اثرگذاری بر روی رشد و توسعه اقتصادی، عدالت توزیعی‌ و قابلیت برای اجرای سیاست‌های پولی و مالی می‌تواند به‌عنوان ابزار مالی مناسب در بازار سرمایه کشور در جهت تامین مالی صنعت نفت کشور به‌کار گرفته شود.

Jualah Papers, an Approporate Instuments in Financing Oil and Gas Industry

Using descriptiveanalytical method.This research uses library resources for proving the hypothesis that “according to financial and economical criteria, Jualah papers can be effectively used as a instrument for financing the oil industry”. Findings show that Jualah papers can be a proper instrument for financing this industry, since it accords to microeconomic criteria, such as conformity with customers’ and investors’ goals and motivations and the degree of liquidity and efficiency. However, about macroeconomic criteria, such as influencing economic growth and development, distributional justice and the ability of monetary and financial policies, the success of Jualah papers will depend on proper policymaking.
