شناسایی شکست‌های نظام علم و فناوری کشور با استفاده از تحلیل شبکه و تحلیل در عملیات نرم

علم و فناوری به عنوان یکی از فرآیندهای کلان ملی، نقش حیاتی در تحقق اهداف توسعه‌ای کشور ایفا می‌کند. مدیریت و پیشبرد این حوزه نیازمند مصون‌سازی و ارتقاء مستمر است. این پژوهش با هدف شناسایی و تحلیل شکست‌های نظام علم و فناوری کشور، با استفاده از روش‌های تحلیل شبکه و تحلیل عملیات نرم، نقاط ضعف سیستمی در ابعاد نهادی، زیرساختی، ارتباطی و منابعی را شناسایی کرد. نتایج نشان داد که ضعف‌های ساختاری در هماهنگی نهادها، کمبود زیرساخت‌های فیزیکی و نهادی، و عدم تطابق نقش‌ها با وظایف تعریف‌شده نهادها، از مهم‌ترین چالش‌های موجود است. همچنین، شش نهاد کلیدی به‌عنوان اولویت‌های تغییر برای بهبود عملکرد نظام علم و فناوری تعیین شدند. این پژوهش با ارائه چارچوبی جامع و بسته‌های پیشنهادی عملی، راهکارهایی برای مصون‌سازی مدیریت این نظام در برابر تهدیدهای داخلی و خارجی پیشنهاد می‌دهد.

identifying the failures of the country's science and technology system using network analysis and analysis in soft operations

science and technology, as a crucial national process, play a vital role in achieving the country's development goals. this study aimed to identify and analyze systemic failures in iran's science and technology system using network analysis and soft operations research methods. systemic weaknesses were identified across four dimensions: institutional, infrastructural, communicative, and resource-based. the results revealed significant challenges, including poor coordination among institutions, a lack of physical and institutional infrastructure, and misalignment between institutional roles and their defined responsibilities. moreover, six key institutions, including the vice presidency for science and technology, universities, and financial entities, were identified as priorities for systemic change. this study provides a comprehensive framework and actionable policy recommendations to enhance institutional coordination, improve infrastructure, and safeguard the science and technology system against internal and external threats.
