آسیب‌شناسی نظام بودجه‌ریزی و هزینه‌کرد اعتبارات دولتی پژوهش

رشد و توسعه کشورها و رفع مشکلات آن‌ها نیازمند سرمایه‌گذاری بر روی توسعه فناوری از طریق پژوهش است؛ بنابراین تخصیص اعتبار پژوهشی در راستای رفع مشکلات کشورها اهمیت بالایی دارد. از سوی دیگر آسیب‌شناسی هر حوزه اولین گام در برنامه‌ریزی برای طراحی و بهبود اقدام‌های اجرایی است. از این رو با هدف شناسایی چالش‌های نظام توزیع اعتبار پژوهشی کشور، پژوهشی کاربردی با رویکرد کیفی و اکتشافی انجام شده است. در این تحقیق، با استفاده از استراتژی تحلیل تم، داده‌های کیفی حاصل از 32 مصاحبه با ذینفعان نظام توزیع اعتبار پژوهشی، تحلیل و چالش‌های مربوطه شناسایی شدند. نتایج، بیانگر چالش‌های اصلی در دو بعد کلان بیرونی و درونی بود. چالش‌های بیرونی بیانگر وجود مسائل در محیط کلان نظام توزیع اعتبار پژوهشی که ذیل پنج دسته قرار گرفتند از جمله؛ تعیین بودجه‌های پژوهشی سازمان‌های دولتی، تخصیص بودجه، مدیریت کلان بخش پژوهش، برنامه‌های ملی و بخشی در راستای توزیع اعتبار پژوهشی، نظارت بر عملکرد پژوهشی سازمان‌ها. چالش‌های درونی به موارد داخل هر دستگاه دولتی اشاره دارد و ذیل پنج دسته قرار گرفتند از جمله: ویژگی سازمانی نهادهای دولتی، شناسایی نیازها و مسائل سازمانی و ملی، برگزاری فراخوان و انتخاب مجری برای طرح پژوهشی، فرایند انجام پروژه‌های پژوهشی، نظارت و ارزیابی پروژه‌های پژوهشی است.

analysis of the system for budgeting and expenditure of government research funds

the growth and development of nations, as well as the resolution of their challenges, necessitate investment in technological advancement through research. proper allocation of research funding is crucial to effectively address a country’s problems. to understand the challenges within iran’s research funding distribution system, we conducted applied research using a qualitative approach. analyzing qualitative data from 32 interviews with research funding beneficiaries through thematic analysis, this study reveals significant challenges in two major dimension: external and internal. external challenges encompass issues in the macro environment of the research funding system, categorized into five areas: defining research budgets for government agencies, allocating budgets to these agencies, macro management of the research sector, national and sectoral programs for funding distribution, and monitoring program implementation. internal challenges involve the internal affairs of government institutions and fall into five categories: organizational characteristics, identifying organizational and national needs, conducting searches and selecting project leaders, implementing projects, and monitoring and evaluating research endeavors. recognizing these challenges is the initial step in crafting effective strategies for research funding implementation
