چشم انداز روابط ایران و عربستان؛ سناریوهای آینده و راهکارها

روابط ایران و عربستان به عنوان دو قدرت منطقه ای تاثیرگذار بر معادلات منطقه‌ای و حتی جهانی، پس از پیروزی انقلاب در ایران دچار فراز و نشیب‌های زیادی بوده است. این دو کشور همواره تعارضات متعددی را تجربه کرده‌اند. به طور کلی رقابت‌های ژئوپلتیک، ژئواکونومیک، ایدئولوژیک و رویکرد سیستمیک نظام بین‌المللی مبنای تشدید تنش‌ها طی سال‌های اخیر بوده است. با توجه به جایگاه ویژه دو کشور در عرصه منطقه‌ای، تحلیل آینده مناسبات دو کشور ضرورتی انکارناپذیر است. در این پژوهش آینده روابط دو کشور ایران و عربستان سعودی به کمک روش دلفی مورد مطالعه قرار گرفته است. در اینجا پرسش نامه به شیوه لیکرت با طرح گزینه های مختلف طراحی شده و در اختیار اساتید و کارشناسان امر، قرار گرفت و در نهایت در دو مرحله جمع بندی پژوهش به دست آمد. سوال اصلی طراحی شده برای پژوهش حاضر به این شرح بوده که سناریوهای محتمل و ممکن در روابط ایران و عربستان طی یک دهه آینده کدامند و راهکارهای مدیریت تنش‌ها در روابط دو کشور در چارچوبی راهبردی و سیاستگذارانه به شکل خواهد بود؟ این نتیجه حاصل گردید که عوامل معنایی، هویتی و ایدئولوژیکی در مقایسه با دیگر عوامل، همواره در صدر مولفه های تنش زا میان ایران و عربستان ایفای نقش می کند و بر حوزه های دیگر سایه می‌افکند. در نهایت پژوهش حاضر راهکارهای کوتاه مدت، بلندمدت و میان مدت برون رفت از چالش‌های احتمالی در مناسبات منطقه‌ای دو کشور را بررسی کرده است. مطالب این پژوهش در اتخاذ راهبردهای سیاست خارجی منطقه‌ای جمهوری اسلامی ایران کاربرد خواهد داشت.

Perspectives of Iran-Saudi Arabia relations; Future scenarios and solutions; Using the Delphi method

Relations between Iran and Saudi Arabia as two influential regional powers in the regional and global arena have been marked by ups and downs since the victory of the revolution in Iran. The two countries have experienced numerous conflicts in the past. In general, the geopolitical, geoeconomic, ideological and systemic competitions of the international system have been the basis of escalating tensions in recent years. Due to the Position of two countries in the regional arena Future analysis of relations between two countries is an undeniable necessity. In the present study, the future of relations between Iran and Saudi Arabia has been studied using Delphi method. Here, the questionnaire was designed in a Likert method and distributed to the professors and experts, and finally, it was completed in two stages. The main question of the present study is what are the possible scenarios in IranSaudi relations In the next decade and will the strategies for managing the tensions in the relations of the two countries be formulated in a strategic and Policy maker framework? The result was that, subjective, identity and ideological factors always play a key role in Tension escalates between Iran and Saudi Arabia compared to other factors. Finally, the present study examined the shortterm, longterm and midterm solutions to the potential challenges in the regional relations of the two countries. The contents of this study will be used in the Creation of regional foreign policy strategies of the Islamic Republic of Iran.
