   گذار عربستان از دولت وهابی به وهابیت دولتی

چکیده    هدف از این مقاله بررسی و تبیین رابطه‌ی نظام سیاسی و نهاد دینی در عربستان سعودی است. این بررسی به فهم جامع‌تر و دقیق‌تر کنش سیاسی و اجتماعی رهبری سعودی در دو سطح داخلی و خارجی کمک میکند. نویسنده از مجرای بررسی سیر قدرت و نفوذ علمای دین درعربستان در سطوح رسمی و اجتماعی، رویکرد نظام سیاسی در قبال آن نهاد، خواسته‌های نسل جوان، زنان، اقلیت‌ها و نیز مطالبات و فشارهای بین‌المللی برای پیشبرد اصلاحات رامورد واکاوی قرار می‌دهد. در این مقاله جویای پاسخگویی به این پرسش هستیم که رابطه‌ی نظام سیاسی و نهاد دینی در عربستان سعودی در یک چشم‌انداز تاریخی، چگونه و چرا متحول شد و در دورۀ ملک سلمان چگونه قابل ارزیابی است. فرضیۀ مقاله آن است که رابطۀ نظام سیاسی و نهاد دینی در عربستان در طول یک سدۀ گذشته، به دلیل کاهش تدریجیِ استقلال نهاد دینی و نیز تمایل نظام سیاسی به بسط سلطۀ خود بر آن، به نحوی متحوّل شد که «دولت وهابی» ناشی از اتحاد آلسعود و آل‌شیخ به مرور جای خود را به «دولتی شبه‌وهابی» داد که از وهابیت در برابر رقبا و مخالفان استفادۀ ابزاری (مشروعیت‌بخش) می‌کند. به عبارتی، این رابطه به تدریج به سود نظام سیاسی چربیده و نهاد دینی به تابعی از نهاد سیاسی تبدیل شده است. این فرایند در دورۀ ملک سلمان تحکیم شد به نحوی که تبعیتِ نهاد دینی از نظام سیاسی تشدید و نهاد دینی را در برابر نظام سیاسی به انفعال بی‌سابقه‌ای کشانده است.

   Saudi Arabia’s Transition from a Wahhabi State to a State-Centered Wahhabism

Abstract    This article is aimed at examining the relationship between Saudi Arabia’s political system and its religious establishment. Such a study can help better understand Saudi political and social policies in both domestic and foreign arenas. Through the study of the power and influence of religious scholars in Saudi Arabia at the official and social levels, I discuss the approach with which the political system acts towards demands of youth, women, minorities, as well as international demands and pressures for the advancement of reforms. The question I seek to answer in this article is how and why the relationship between Saudi Arabia’s political system and the religious establishment has changed over time. The hypothesis is that the relationship between the two has dramatically shifted over the past century due to the gradual decline in the religious establishment’ independent character as well as the political system’s desire to control it, giving way to the replacement of the traditional “Wahhabi state” with a &quasiWahhabi state& that uses Wahhabism as a tool (legitimizer) against its rivals and opponents. In other words, this relationship has gradually benefited the political system, and the religious establishment has become a dependent institute of the political power. This process was consolidated during the reign of King Salman in a way that intensified the religious establishment’s adherence to the political system and making it passive like never before.
