گسل ها و چالش یکپارچگی عراق: آثار و پیامدهای امنیتی برای ایران ‏

عراق پس از صدام از مهم‌ترین حوزه‌های سیاست خارجی جمهوری اسلامی ایران محسوب می‌شود. در حالی‌که شکاف‌های داخلی، رقابت‌های سیاسی و چالش‌های امنیتی در عراق جدید افزایش یافته، تشکیل کشور کردی در مرزهای غربی ایران و تجزیه عراق به عنوان یکی از سناریوهای محتمل در مورد آینده این کشور بیش از پیش تقویت شده است. هدف از این پژوهش بررسی این مساله است که تجزیه عراق چگونه می‌تواند بر امنیت ملی ج.ا.ایران تاثیر بگذارد؟ برای سنجش این موضوع از لحاظ نظری، از رهیافت ترکیبی امنیت ملی لی‌نور جی مارتین بهره گرفته شده و از لحاظ روشی، برای فهم رابطه بین متغیرها، از روش علّی، استفاده شده است. یافته‌های پژوهش نشان می‌دهد، گسل‌های حاصل از تجزیه‌ی عراق با فعال ساختن موضوع اقلیت‌ها و دامن زدن به شکاف‌های قومی مذهبی مختلف، ایجاد دولت‌های جدید در مجاورت ایران و تقویت جریان‌های معارض و بازیگران رقیب، منجر به شکل‌گیری تهدیدات امنیتی گسترده‌ای علیه تمامیت ارضی، انسجام اجتماعی و نظام سیاسی ایران می‌گردد. لذا به رغم اینکه ایران سیاست‌ها و کنش‌های موثری برای حمایت از وحدت و ثبات عراق اتخاذ کرده است، کاهش تهدیدات ناشی از تجریه عراق، نیازمند تمرکز بیشتر بر ابعاد و جوانب احتمالی چنین سناریویی است.

Iraq’s Gaps and Challenges of Integration: Implications and Security Implications for Iran

PostSaddam Hossein Iraq is one of the most important foreign policy areas of the Islamic Republic of Iran. While internal gaps, political competition and security challenges have increased in the new Iraq, the formation of a Kurdish state in the western borders of Iran and disintegration of Iraq, as one of the most likely scenarios for the future of this country, is further reinforced. So, the purpose of this study is to investigate how the disintegration of Iraq affects the national security of Iran? Theoretically, Lenore G. Martin’s interdisciplinary national security approach have been used to measure this issue. In terms of method, the Casual Method has been applied to understand the relationship between variables. The findings of the study indicate that the faults resulting from the Iraqi disintegration by activating minorities and causing various ethnoreligious gaps, the creation of new states in the vicinity of Iran and the strengthening of opposition groups and rival actors have led to the formation of widespread security threats against the territorial integrity, social cohesion and political system of Iran. Therefore, despite the fact that effective policies and practices to support the unity and stability of Iraq has taken by Iran, reducing the threat posed by Iraq experience require greater focus on aspects of the possibility of such a scenario.
