نظمیه تبریز، نظامی مدرن برای برقراری امنیت و قانون

مبتنی نبودن عملکرد سازمان‌ها و تشکیلات امنیتی دوره قاجار بر موازین قانونی، موجب شکل‌گیری فضای بی‌اعتمادی توام با ترس و نگرانی در بین شهروندان نسبت به این تشکیلات شده بود. بنایراین انجمن ایالتی تبریز به عنوان نهادی برآمده از آرمان مشروطه‌خواهی ایرانیان در کنار تاسیس نهادهایی چون عدلیه و مجلس استیناف، تشکیل نهادی برای برقرای نظم و امنیت را از ضروریات جامعه شهری مدرن دانسته و اقدام به تاسیس نظمیه تبریز نمود. پژوهش حاضر با محور قرار دادن شهر تبریز، با روشی توصیفی  تبیینی و با استفاده از منابع کتابخانه‌ای و روزنامه‌ها در صدد بررسی علل شکل‌گیری «نظمیه تبریز» و مقایسه عملکرد آن با سازمان‌ها و تشکیلات امنیتی قبل از مشروطه برآمده است. یافته‌های این پژوهش نشان می‌دهد نظمیه تبریز در طی دوره کوتاهی پس از شکل‌گیری خود با وجود مواجهه با مشکلات عدیده ناشی از قرار گرفتن تبریز در دوره مقاومت یازده ماهه توانست با انجام وظایف خود بر اساس موازین قانونی و پرهیز از تکرار برخی رسوم غلط دوره قبل از مشروطه، به جلب اعتماد شهروندان پرداخته و مهم‌تر اینکه به ایجاد فضای همکاری و تعامل دو جانبه بین مردم و نیروهای امنیتی و پلیسی نیز کمک نماید

Tabriz Police Organization, Modern Attempt to Establish Security and Rule

The failure of the Qajar – era security agencies and organizations to act on legal standards has created a climate of mistrust with fear and concern among the citizens. Therefore, the Tabriz State Association as an institution arising from the Iranian constitutional aspiration, along with the establishment of institutions such as justice and the Appellate Court, considered the establishment of order and security an essential element of modern urban society and established the Tabriz Police Department. The present study aims at examining the causes of the formation of the “Tabriz Police Department” and comparing its performance with preconstitutional security organizations by focusing on Tabriz, using a descriptiveanalytical method and using library resources and newspapers. The findings of this study show that despite encountering numerous problems arising from the Tabriz’s eleven month resistance period and some of the misconceptions of the preconstitutional period,Tabriz’s Police Department could perform its duties in accordance with the legal norms and avoidance of repetition in the short period after its formation and it have earned the trust of the citizens and, more importantly, helped to create an atmosphere of cooperation and mutual interaction between the people and the security and police forces
