بررسی عملکرد بلدیه‌های کوچک فارس در دوره پهلوی اول

در این پژوهش عملکرد بلدیه (شهرداری)‌های کوچک در روزگار پهلوی اول بررسی شده است. منظور از بلدیه‌های کوچک در این مقاله، بلدیه‌های فارس به‌استثنای شیراز (مرکز ایالت فارس) است؛ یعنی بلدیه مناطق کوچک که تعداد اعضای انجمن بلدی در آنها تنها شش نفر بود. در این مناطق، بلدیه پدیده‌ای نوپا بود و برای نخستین‌بار مردم طعم برخورداری از خدمات شهری را می‌چشیدند. پرسش‌هایی که این پژوهش درصدد پاسخ‌گویی به آنها است، عبارت‌اند از: الف) حاکمیت در مناطق کوچک و دور از مرکز از چه شیوه‌ای برای برقراری خدمات عمومی استفاده می‌کرد؟ ب) مهم‌ترین مشکل حاکمیت در برقراری این خدمات در مناطق دور از مرکز چه بود؟ دستاوردهای این پژوهش حاکی از آن است که: 1) دولت سعی داشت تعداد بلدیه‌ها را افزایش دهد؛ 2) بلدیه‌های کوچک در نقاط مختلف فارس در حد توان به ارائه خدمات شهری پرداختند؛ 3) در بیشتر نقاط بلدیه‌ها به علت کمبود منابع مالی فاقد مولفه‌های لازم برای خدمات‌رسانی شهری بودند.

An Analytical Study on the Performance of Small Baladias During Reza Shah’s Era; Case Study of Fars

This study attempted to examine the performance of minor baladias during Pahlavi I. Minor baladia in Fars refers to the municipalities of Fars, except Shiraz. In these areas, the number of members of the Baldaia Association was only six. In those regions, baladia was a newly emerging system, where people for the first time benefited from civil service. In this era, baladia turned into a mere means of governance, where the role of people diminished. Nonetheless, its performance affected the everyday life more than other staterun departments. The method used in this research is descriptiveanalytic and document research. The purpose of this research is to provide a comprehensive picture of the activities of Small Baladias. The questions that this research seeks to answer include: a. how did governance in small and remote areas use public services? B. What was the most important problem for the government in providing services in remote areas? The research results are: 1) The government was trying to increase the number of municipalities 2) The baladias was provided urban services as much as possible, 3) in most areas of baladia, there was insufficient capability for civil service due to poor financial resources.
