چگونگی شکل‌گیری و عملکرد نهاد خانه انصاف اصفهان (1342-1357)

پس از کودتای 28 مرداد، محمدرضاشاه انجام اصلاحاتی را ضروری دانست که اوج آن در انقلاب سفید تداعی پیدا کرد. انقلاب سفید طی چندین مرحله و 19 اصل تحقق پیدا کرد که تشکیل خانه‌های انصاف در روستاها در اصل نهم آن مطرح شد. از آنجایی که تشکیل خانه های انصاف باعث ایجاد یک نظام اجتماعی و قضایی در روستاهای ایران شد، لذا بررسی عملکرد آنها و تاثیری که بر نظام قضایی روستاهای کشور داشتند، مهم به نظر می‌رسد. هدف مقاله حاضر بررسی عملکرد نهاد خانه انصاف در روستاهای اصفهان از زمان اجرای طرح تا سال 1357ش است و در این راستا به سوال های زیر پاسخ می دهد: 1. تعامل مردم با این نهاد تازه تاسیس چگونه بود؟ 2. خانه انصاف تا چه اندازه در رفع مشکلات روستائیان موفق عمل کرد؟ پژوهش پیش رو درصدد است تا با استفاده از منابع تاریخی و اسنادی این دوره، با به‌کارگیری رویکرد توصیفی  تحلیلی، چرایی و چگونگی تاسیس نهاد خانه انصاف را در روستاهای اصفهان بررسی کند. دستاوردهای پژوهش حاکی از آن است که هرچند این نهاد تازه تاسیس در رفع پاره‌ای از مشکلات موثر عمل کرد، اما به دلیل عدم نظارت دقیق بر عملکرد اعضاء از سوی ناظران، خود منشآ مشکلات دیگری شد و کارکرد مثبت آن تحت تاثیر قرار گرفت.

Formation and Function of the Ensaf House Institution of Esfahan (19631979 AD)

After the 28th Mordad coup, The Mohammad Reza Shah decided to make reforms and such reforms were made mostly in the form of white revolution. The white revolution was realized in several steps and 19 principles and formation of the Eensaf Houses at the villages was proposed in the 9th principle. The formation of Ensaf Houses caused the establishment of a social and judicial system at the villages, thus, the study of their formation and effects on judicial systems of villages is necessary. The present study aims to investigate the formation of Ensaf Houses at the villages of Esfahan province since its beginning to 1357 SH and answer following questions: How did people interact with this newestablished organization? How much did it succeed in solving the problems of villagers? The present research seeks to investigate the reasons of the establishment and method of Ensaf Houses functions in the villages of Esfahan by the use of library and documentary resources of this period and applying a descriptiveanalytical method. The findings of this research suggest that, although this newly established institution has worked positively to overcome some of the problems, due to lack of proper monitoring of the performance of members by the supervisors, it caused other problems and its positive performance was affected.
