شاخص های پلیس تراز انقلاب اسلامی از دیدگاه امامین انقلاب

زمینه و هدف: منظومه‌ اندیشه‌های متعالی امام خمینی(ره) و مقام معظم رهبری(مدظله‌العالی) در خصوص پلیس، نقش موثری در شکل‌گیری پلیس اسلامی و در تراز انقلاب دارد، هدف این پژوهش کشف و استخراج شاخص‌های پلیس تراز انقلاب اسلامی از دیدگاه حضرت امام خمینی(ره) و حضرت امام خامنه‌ای‌(مدظله‌العالی) و ارائه‌ رهیافت‌های تحقق آن در فراجا است. لازمه‌ تحقق این امر گردآوری تمامی سخنرانی‌های امامین انقلاب از سال 1357 تا سال 1400 مرتبط با فراجا بوده است. بدین‌منظور پس از گردآوری سخنرانی‌های امامین انقلاب به بررسی و استنباط آن پرداخته شد.روش: ﺍﻳﻦ ﭘﮋﻭﻫﺶ ﺍﺯ ﺣﻴﺚ ﻧﻮﻉ ﻛﺎﺭﺑﺮﺩﻯ ﻭ ﺍﺯ ﺣﻴﺚ ماهیت کیفی است و از روش تحلیل مضمونی استفاده شده است. روش گردآوری داده‌ها، از طریق فیش‌برداری و به‌صورت اسنادی و کتابخانه‌ای است که از مجموعه بیانات و مصاحبه‌های حضرت امام(ره) مندرج در کتاب صحیفه نور و همچنین بیانات امام خامنه ای (مدظله‌العالی) در پایگاه اطلاع‌رسانی دفتر مقام معظم رهبری است.یافته‌ها: بیانات و فرامین امامین انقلاب، مسیر تحقق پلیس در ترار انقلاب در هفت مولفه اصلی (خدامحوری و معنویت‌گرایی، بصیرت دینی و سیاسی، اخلاق‌مداری، اقتدار و مهربانی، مردم‌داری، تعالی و پیشرفت، قانون مداری) و 25 مولفه فرعی سدته‌بندی شدند.نتیجه‌گیری: انقلاب اسلامی ایران، انقلاب در ماهیت و روح نهادها و سازمان بوده است که در اندیشه‌های امامین متجلی شده است. بیانات و رهنمودهای امامین انقلاب در خصوص پلیس و ویژگی‌های آن در جامعه‌ اسلامی بهترین شاخص برای تعیین ویژگی‌های یک پلیس در تراز جمهوری اسلامی است. در صورت تحقق کامل گفتمان مطرح‌شده از سوی امامین انقلاب، ساختار و نظام فراجا با رویکرد معناگرا و تعالی‌بخش می‌تواند کارکردهای عزت‌بخشی را برای جامعه و شهروندان به ارمغان آورد. یکی از مولفه‌های مهم پلیس، وجود اقتدار است. اقتدار نیروی انتظامی در یک نظام اسلامی باید قدرت در عین عطوفت و اقتدار همراه با انعطاف باشد. مقام معظم رهبری شکل‌گیری یک تصویر کاملاً مطلوب از نیروی انتظامی را در ذهن مردم ضروری می‌دانند و معتقدند: «باید تصویر یک یار مهربان و مقتدر از نیروی انتظامی، در ذهن مردم ترسیم شود».

background and objectives: the system of transcendental thoughts of imam khomeini and the supreme leader regarding the police has an effective role in the formation of the islamic police and at the level of the revolution and the purpose of this research is to discover and extract the indicators of police at the level of the islamic revolution from the perspective of imam khomeini and imam khamenei and to present the approaches to its realization in i. r. i. police. in order to achieve this, it was necessary to collect all the speeches of the imams of the revolution from 1978 to 2021 related to i. r. i. police.methodology: this research is qualitative in nature and thematic analysis method was used. the method of data collection is through note taking in the form of documents and a library study, which is from the collection of statements and interviews of the imam included in the book of sahifa noor, as well as the statements of imam khamenei in the data base of the office of the supreme leader.findings: the statements and orders of the imams of the revolution, the path of realizing the police in the wake of the revolution were divided into seven main components (god-centeredness and spiritualism, religious and political insight, morality, authority and kindness, humanity, excellence and progress, rule of law) and 25 sub-components.results: iran’s islamic revolution has been a revolution in the nature and spirit of institutions and organizations, which has been manifested in the thoughts of imams. the statements and guidelines of the imams of the revolution regarding the police and its characteristics in the islamic society are the best indicators for determining the characteristics of a police officer at the level of the islamic republic. if the discourse raised by the imams of the revolution is fully realized, the structure and system of i. r. i. police with a meaningful and uplifting approach can bring respectable functions to society and citizens. one of the important components of the police is the presence of authority. the authority of the police force in an islamic system should be power with compassion and authority with flexibility. the supreme leader considers it necessary to form a completely favorable image of the police force in the minds of the people and believes: &the image of a kind and powerful friend of the police force must be drawn in the minds of the people&.
