بررسی نقش سازمانهای مردم نهاد در مدیریت بحران: به منظور ارائه مدل در راستای وظایف جمعیت هلال احمر ایران

در میان نهادهای متولی مدیریت بحران، سازمان‌های مردم‌نهاد به عنوان موسساتی کارآمد و مکمل بخش دولتی در تامین اهداف توسعه، از جایگاه ویژه‌ای برخوردار هستند. سازمان‌های مزبور و در راس آنها جمعیت هلال احمر، به دلیل برخورداری از ظرفیت‌هایی نظیر امکان ایجاد پیوندهای عمیق محلی، آگاه سازی عمومی، انعطاف‌پذیری و پاسخگویی سریع، نقش موثر و سازنده‌ای در مدیریت موفق بحران ایفا می‌کنند و به این ترتیب مشارکت آن‌ها در مدیریت بحران، منجر به بهبود اوضاع می‌گردد. نظر به اهمیت این نقش آفرینی، نوشتار حاضر بر آن است تا با روشی توصیفی- پیمایشی و به منظور ارائه مدلی مفهومی، به بررسی کارکرد سازمان‌های مردم‌نهاد در مدیریت بحران، با تکیه بر وظایف جمعیت هلال احمر ایران بپردازد. بدین منظور، اعضا و گروه‌های خبره سازمان مردم‌نهاد در هلال احمر ایران، به عنوان جامعه آماری در نظر گرفته شده‌‌اند که تعداد 381 نفر از آن‌ها با روش نمونه‌گیری تصادفی طبقه‌ای گزینش شده‌اند. همچنین، داده‌ها از طریق پرسش‌نامه جمع‌آوری شده و با استفاده از آزمون معادلات ساختاری مورد تجزیه و تحلیل قرار گرفته‌اند. روایی و پایایی ابزارها نیز مورد تایید قرار گرفته است. یافته‌های پژوهش حاکی از آن است که نقش سازمان‌های مردم نهاد بر وظایف هلال احمر در مدیریت بحران مثبت و معنادار بوده و مدل ارائه شده دارای برازش مناسب می‌باشد.

researching the role of ngos in emergency management: in order to provide a model in line with the duties of the iranian red crescent society

among the institutions in charge of emergency management, the non-governmental organizations have a special place as efficient and complementary public sector institutions in achieving development goals. these organizations, and at the head of them the red crescent society, play an effective and constructive role in successful management of emergency due to their capabilities such as the ability to create deep local connections, public awareness, flexibility and rapid response and thus their participation in crisis management leads to an improvement in the situation. given the importance of this role, the article intends to study and analyze the function of ngos in emergency management, based on the duties of the iranian red crescent society, using a descriptive-survey method and in order to provide a conventional model. for this, the expert members and groups of ngos in the iranian red crescent are considered as a statistical population. 381 people of them have been selected by stratified random sampling. also, data were collected through a questionnaire and analyzed using structural equation testing. the validity and reliability of the tools have also been confirmed. findings indicate that the role of ngos on the tasks of the red crescent in emergency management is positive and significant and the proposed model has a good fit.
