بررسی عوامل موثر بر هماهنگی بین سازمانی، در مدیریت بحران بلایای طبیعی سازمان های مرتبط با بحران استان کهگیلویه و بویراحمد

با توجه به اینکه بحران‌های مختلف طبیعی، اغلب ماهیت غیرمترقبه و غافل‌گیرکننده دارند و لزوم هماهنگی بین‌سازمانی برای مدیریت این بحران‌ها، هدف از این تحقیق، بررسی نظر 140 نفر از جامعه آماری تحقیق در خصوص عوامل موثر بر هماهنگی بین سازمانی، در سازمان‌های مرتبط با بحران و بررسی تاثیر هماهنگی بین‌سازمانی، بر مدیریت بحران در بلایای طبیعی، می‌باشد. در این تحقیق از روش نمونه‌گیری طبقه‌ای تصادفی نسبی استفاده گردید. این تحقیق از نظر هدف کاربردی و از نظر شیوه گردآوری داده‌ها، پیمایشی و از نوع همبستگی است. با توجه به پیشینه تحقیق ابتدا پس از ترسیم مدل مفهومی تحقیق، پرسشنامه محققین ساخته طراحی و پس از بدست آمدن پایایی و روایی لازم، نسبت به جمع‌آوری داده‌ها اقدام شد. پس از توصیف سوالات با نرم‌افزار اس‌پی‌اس‌اس، آزمون فرضیه تحقیق با توجه به روش معادلات ساختاری و تحلیل‌عاملی با استفاده از نرم افزار پی‌ال‌اس، انجام شد. که پس از انجام آزمون‌های آماری، مشخص گردید: روابط غیررسمی، عوامل اصلی هماهنگی و روابط غیررسمی بر هماهنگی بین سازمانی، تاثیر دارند. روابط غیررسمی با 76 درصد، بیشترین تاثیرگذاری را بر هماهنگی بین‌سازمانی در ستاد مدیریت بحران استان دارد. تاثیر هماهنگی بین‌سازمانی بر عناصر مدیریت بحران، نیز معنی‌دار گردید. بیشترین تاثیرگذاری هماهنگی بین سازمانی بر عناصر مدیریت بحران بر مراحل مقابله با بحران(0.55)، پیش‌بینی بحران(0.54)، آمادگی در برابر بحران(0.45) و احیاء و بازسازی بحران(0.01) بوده است.

investigating the effective factors on inter-organizational coordination in disaster crisis management kohgiluyeh and boyer-ahmad province crisis related organizations

given that various natural crises are often unexpected and surprising in nature and the need for inter organizational coordination to manage these crises, the purpose of this study was to examine the views of 140 people in the statistical community on the factors affecting inter organizational coordination. crisis related organizations and the study of the impact of inter organizational coordination on crisis management in natural disasters. in this study, partial stratified random sampling method was used. this research is a survey in terms of practical purpose and in terms of data collection method and is of correlation type. according to the research background, first after drawing the conceptual model of the research, a researcher made questionnaire was designed and after obtaining the necessary reliability and validity, data were collected. after describing the questions with spss software, the research hypothesis test was performed according to the method of structural equations and factor analysis using piels software. after performing statistical tests, it was found that informal relationships, the main factors of coordination and informal relationships have an effect on inter organizational coordination. informal relations with 76% have the greatest impact on inter organizational coordination in the provincial crisis management headquarters. the effect of inter organizational coordination on the elements of crisis management was also significant. the most effective inter organizational coordination on the elements of crisis management on the stages of crisis management (0.55), crisis forecasting (0.54), crisis preparedness (0.45) and crisis recovery (0.01).
