شناسایی و اولویتبندی تهدیدات نیروگاه های برق حرارتی و ارائه راهکارهای پدافند غیرعامل

زیرساخت‌ها یک شبکه یکپارچه را تشکیل می‌دهند که وقوع اختلال در یک زیرساخت می‌تواند در تمامی بخش‌های کشور منتشر شده و دامنه اختلال‌های به وجود آمده می‌تواند امنیت ملی، اقتصادی و ... کشور را به شدت تحت تاثیر قرار دهد. به همین منظور هدف اصلی در این پژوهش شناسایی و اولویت‌بندی تهدیدات اثرگذار محیطی و به‌دست‌آوردن راهکارهای متناسب با اصول و مبانی پدافند غیرعامل می‌باشد که پس از بررسی مفاهیم، تعاریف، اسناد بالادستی و مطالعه انواع تهدیدات در حوزه تاسیسات زیربنایی از طریق روش‌های کتابخانه‌ای و میدانی اقدام به طراحی و توزیع پرسش‌نامه در بین متخصصان و کارشناسان مربوطه شده است. در ادامه با آماده‌سازی پرسش‌نامه و اولویت‌بندی 37 عامل محیطی بر اساس مدل swot انجام و توسط نرم‌افزارspss مورد ارزیابی کمی قرار گرفت. نتایج این پژوهش گواه آن است که حفاظت از تاسیسات زیربنایی در حوزه نیروگاه‌های برق با رویکرد پدافند غیرعامل نیازمند افزایش دانش مدیران و کارشناسان نیروگاه‌های کشور نسبت به تهدیدات نوظهور، افزایش سطح تمهیدات پایشی، به‌کارگیری روش‌ها و تجهیزات حفاظتی نوین، رعایت اصل پراکندگی در طراحی و جانمایی تاسیسات مخازن سوخت، برگزاری رزمایش‌های مختلف در ایجاد آمادگی، استفاده از تجربیات کارآمد بین‌المللی در حوزه ایمنی و ... می‌باشد.

infrastructure is a unified network , where the occurrence of disruptions in a infrastructure can spread in all parts of the country and the extent of disturbance caused can affect national , economic and … state security . for this purpose , the main purpose of this research is to identify and prioritize effective environmental threats and to provide solutions to principles and principles of passive defense , after reviewing concepts , definitions , upstream documents and studing different types of threats in the field of infrastructure facilities through library and library methods , designing and distributing questionnaires among experts and related experts . then , by preparing questionnaire and prioritization of environmental factors on the basis of swot model and was evaluated by spss software . the results of this study indicate that protection of infrastructure facilities in the field of power plants with passive defense approach requires increasing knowledge of managers and experts in the country in relation to emerging threats , increasing the level of monitoring measures , applying new methods and protective equipment , observance of the principle of dispersion in design and layout of fuel tanks , holding various trainings in preparation , using effective international experiences in the field of safety .
