تحلیل تعامل بین عوامل بحرانی موفقیت در مدیریت بحران با رویکردهای ترکیبی تصمیم گیری چند معیاره فازی

توجه ناکافی به مدیریت بحران باعث ایجاد خسارات زیادی می شود. بنابراین نیاز به بهبود در تمام فرآیندهای مدیریت بحران برای مقابله با بلایا و فاجعه از طریق شناسایی و تعیین تعامل و روابط بین عوامل بحرانی موفقیت بسیار ضروری است. تحقیق حاضر ازلحاظ هدف، تحقیق کاربردی و از نظر گردآوری اطلاعات، توصیفی-اکتشافی است. از طریق مطالعات کتابخانه ای و مصاحبه با خبرگان عوامل بحرانی موفقیت در مدیریت بحران شناسایی شدند. عوامل شناسایی شده با کسب نظرات 15 نفر از خبرگان سازمان مدیریت بحران و اساتید دانشگاهی به روش دلفی فازی بومی سازی و در چهار دسته اصلی «سیستم های فناوری و اطلاعاتی» ، «عملیاتی»، «سازمانی» و«نیروی انسانی» انتخاب شد. در ادامه داده ها با استفاده از پرسش نامه مقایسات زوجی و به روش میدانی گردآوری و با رویکردهای ترکیبی تصمیم گیری چند معیاره فازی و کدنویسی در نرم فزار اکسل تحلیل داده ها صورت گرفت. در این تحقیق از روش فرآیند تحلیل شبکه ای براساس دیمتل فازی برای تعیین تعامل، وزن دهی و میزان اهمیت عوامل استفاده شده است. یافته های دیمتل فازی نشان داد که عامل اصلی«عملیاتی » بیشترین تاثیر را به ترتیب از عوامل «سازمانی»، «سیستم های فناوری و اطلاعاتی» و «نیروی انسانی» برای موفقیت در مدیریت بحران می پذیرد و عوامل «سازمانی » موجب بهبود سیستم می شود. عامل اصلی «عملیاتی » و زیرعامل «تیم های واکنش » بیشترین اهمیت را برای موفقیت در مدیریت بحران دارد. با توجه به نتایج این تحقیق انتظار می رود تا مدیران با برنامه ریزی مناسب و توجه کافی به عوامل پراهمیت و چگونگی روابط بین آنها عملکرد مدیریت بحران را ارتقا دهند.

analysis of the interaction between criticalsuccess factors in emergency managementwith combining fuzzy multiple criteriadecision-making approaches

inadequate attention to emergency management can cause a great deal of damage. therefore, the need to improveall emergency management processes to address catastrophe and disaster through identifying and determinationthe interaction and relationships between critical success factors is it is very necessary. this study, in perspectiveof purpose is applied research and in terms of data collection is descriptive-exploration. critical success factors incrisis management identifying through library studies and interviews with experts. factors identified localized byfuzzy delphi method by the opinion of 15 experts from emergency management organization and university professors,and selected in four main categories: “information and technology systems”, “operational”, “organizational”,and “human resources”. then, data were collected by paired comparisons questionnaire and field methodand data were analyzed by combining fuzzy multiple criteria decision-making and coding in excel software. in thisstudy of fuzzy analytical network process based fuzzy dematel method was used to determine the interaction,weighting and importance of factors. the findings of fuzzy dematel showed that the ‘operational’ main factoris the most influenced of ‘organizational’, ‘information and information systems’ and ‘human resources’ factors foremergency management success, and ‘organizational’ factors improved system performance. “operational” mainfactor and the “response teams” sub-factor are the most important for success in emergency management. accordingto the results of this study, is expected to managers to improve the performance of emergency management withproper planning and attention to important factors and how their relationships.
