مکان‌یابی مراکز توزیع و مسیریابی حمل‌ونقل در شرایط بحران با استفاده از برنامه‌ریزی دو مرحله‌ای

طی چند دهه اخیر بلایای طبیعی افزایش یافته و مسئله مکان‌یابی و مسیریابی یکی از مهمترین مسائل در شرایط بحران شناسایی و معرفی شده است. چرا که در صورت مکانیابی صحیح تسهیلات امدادی، امکان دسترسی راحت تر آسیب دیدگان به این تسهیلات فراهم می گردد و از سوی دیگر به دلیل اینکه در شرایط بحران زمان از جایگاه بسیار حساسی برخوردار است، مسیریابی صحیح وسایل نقلیه از هدر رفت زمان جلوگیری به عمل می آورد. از این رو، در این تحقیق یک مدل دومرحله‌ای مکان یابی و مسیریابی در شرایط بحران ارائه شده است که در مرحله اول مدل، تصمیم‌گیرنده مسئولیت انتخاب مکان مراکز توزیع را از میان کاندیداهای موجود بر عهده دارد و در مرحله دوم باید تا حد ممکن بهترین مسیرها را جهت کمینه کردن مسافت طی شده توسط وسایل نقلیه در محدودیت زمانی انتخاب کند. در این راستا برای نشان دادن کارایی و ارزیابی مدل پیشنهادی، چندین مساله به روش قطعی حل شده و تحلیل حساسیت‌های مختلف بر پارامترهای تاثیرگذار آن انجام گرفته است. نتایج نشان می‌دهد که دو عامل موثر ظرفیت و شعاع پوشش پارامترهایی هستند که بیشترین تاثیر را بر مدل می گذارند.

Locating Distribution Centers and Vehicle Routing in the disaster condition using two-stage programming

Natural disasters have increased in recent decades and the issue of locating and routing have been identified and introduced as the most important issues in crisis situations. This importance is due to the fact that if the relief facilities are located correctly, it will be possible for the injured to have easier access to these facilities. On the other hand, the correct routing of vehicles will prevent waste of time due to their very significant role in times of crisis. Therefore, the present study used a twostage model of locating and routing in crisis situations. In the first stage of the model, the decision maker is responsible for selecting the location of distribution centers from among the available candidates and in the second stage, the best route of transportation with the shortest distance should be identified due to time limit. In this regard, to show the efficiency and evaluation of the proposed model, several problems have been solved definitively and different sensitivities have been analyzed on its effective parameters. The results showed that the two effective factors of capacity and coverage radius were the parameters that had the greatest impact on the model.
