نقد و اصلاح طرح به‌کارگیری سازندگان دارای صلاحیت در ساخت ساختمان‌های شهری با رویکرد مدیریت بحران (مطالعه موردی: شهر قزوین)

رفتار ساختمان ها در برابر وقوع زلزله های گذشته، نشان دهنده آسیب پذیری آن هاست. به‌کارگیری سازندگان دارای صلاحیت در ساخت ساختمان ها در راستای کاهش آسیب پذیری، اطمینان از ایمنی آن ها در برابر زلزله و درنتیجه مدیریت بحران آن از اهمیت ویژه ای برخوردار است. آیین‌نامه اجرایی ماده 33 قانون نظام‌مهندسی ساختمان، مالکین را ملزم به به‌کارگیری سازنده باصلاحیت نموده است؛ ولی مشکل پیش رو، صوری بودن سازندگان دارای صلاحیت و عدم به‌کارگیری آنان است. در این پژوهش ضمن بررسی میزان موفقیت طرح به‌کارگیری سازندگان دارای صلاحیت در ساخت ساختمان های شهری، به شناسایی نقاط ضعف طرح و اولویت بندی ضروری ترین وظایف سازندگان ازنظر صاحب‌کاران پرداخته شده است. با استفاده از پرسشنامه و کسب اطلاعات لازم از سازمان نظام‌مهندسی استان قزوین، میزان موفقیت و نقاط ضعف طرح ازنظر صاحب‌کاران، ناظران و سازندگان دارای صلاحیت حقیقی و حقوقی بررسی شد. همچنین بر اساس نظر مسئولین و خبرگان از مهم ترین وظایف سازندگان دارای صلاحیت گردآوری، تعیین شاخص ها و وزن دهی و اولویت بندی آن ها با استفاده از پرسشنامه ای بر اساس مدل لیکرت است. نتایج تحقیق نشان‌دهنده میزان بسیار کم به‌کارگیری سازندگان دارای صلاحیت در ساخت ساختمان های شهری و تاثیرگذاری عواملی همچون نوع قرارداد و حدود صلاحیت سازندگان (با توجه سطح ساخت‌وساز در هر شهر) در میزان موفقیت طرح است. وزن شاخص های تعیین‌شده در خصوص مهم ترین وظایف سازندگان دارای صلاحیت نشان از تاثیر تمامی شاخص ها در به‌کارگیری سازندگان دارای صلاحیت و اهمیت ویژه آن ها است.

Criticizing and modifying qualified constructors use plan in constructing urban buildings with a crisis management approach (Case study of city of Qazvin)

Behavior of buildings against past earthquakes indicates their susceptibility. In order to reduce vulnerability and ensure safety of buildings against earthquakes and, consequently, undertake crisis management, it is specifically important to use qualified constructors in their construction. The executive bylaw for Article 33 of Building Engineering System Act requires owners to use qualified constructors. However, the formal nature of qualified constructors and lack of practical use of them cause the upcoming problems. In this work, the success rate of qualified constructors use plan in the construction of urban buildings is investigated and, then, weaknesses of the plan are identified and the important duties of constructors from the viewpoint of employers are priorities. Using the questionnaire and obtaining the needed information from Qazvin Province Engineering System Organization, success rate and weaknesses of the plan are examined from the viewpoints of employers, supervisors and real and legal qualified constructors. Moreover, based on the view of authorities and experts, important duties of qualified constructors are collected and their indices are determined. Using the Likert modelbased quationnaire, the determined indices are weighed and priorities. The research findings showed that use of qualified constructors in the construction of urban buildings was very low and factors such as type of contract, qualification level of constructors considering the construction level per city are effective in the success rate. Weight of the determined indices for the importance of duties of contructors demonstrated all the indices for the application of qualified constructors are effective and of special significance.
