آینده‌ پژوهی راهبردی در پیشگیری از جرایم نوظهور؛ در پرتو مبنای نظریه بازی

در پرتو پیشرفت فناوری، جرایم و شیوه ارتکاب آنها تغییرات زیادی داشته‌اند. از این‌رو پیشگیری از جرایم با نگاه فعلی و رویکرد مشکل محور حاکم بر نظام پیشگیری ‌از‌ جرم در کشور، کارآمدی لازم را نخواهد داشت و در سال‌های نه‌چندان دور و در مواجهه با جرایم نوظهور، دچار غافلگیری و عدم کارایی خواهد شد. از این‌رو، ضرورت آینده‌پژوهی و در سایه اعمال و پیاده‌سازی درست آن، پیش‌بینی آینده در حوزه‌های مختلف و داشتن فرصت کافی، برای آماده شدن در برابر تغییرات آینده، انکارناپذیر است.از سویی دیگر، مطابق با «نظریه بازی» که برای اولین بار در علم ریاضی و اقتصاد در سال 1921 توسط ریاضی‌دانی به نام «جان فون نیومن» بسط داده شد، شاهد نظریه‌ای بر مبنای فن تحلیل و پیش‌بینی رفتار‌ها و استراتژی هستیم که متضمن طراحی و تبیین یک فن برای تحلیل شرایطی است که در آن دو یا چند فرد در پی کسب نتیجه‌ای خاص از فعالیتی هستند. فرض اولیه این نظریه، عقلانیت بازیکنان است که بر مبنای اصل «هوشمندی»، همانند حرکات بازی شطرنج، هر بازیکن با حرکات هوشمندانه در تلاش برای نیل به نتیجه‌ای خاصی است. در تطابق با نظام پیشگیری از جرم، بهره‌گیری از این مبنا در عرصه آینده‌پژوهی این حوزه، همانند سایر علوم بسیار راهگشا ‌است. از این رو، در این پژوهش تبیین و شناخت مبنای هوشمندی در نظریه بازی و مولفه‌های آن و بسترسازی تحقق هوشمندی در نظام پیشگیری از جرم در راستای بهره‌گیری حداکثری از آینده پژوهی راهبردی خواهیم پرداخت.سوال پیشروی پژوهش، این است که چگونه از ظرفیت‌های نظریه بازی می‌توان در پیشگیری از جرایم نوظهور بهره برد؟ نوع تحقیق در این پژوهش، نظری و بر اساس روش تحلیلی توصیفی انجام خواهد‌ شد. داده‌های مورد‌نیاز، از طریق روش کتابخانه‌ای جمع‌آوری گردیده‌اند. یافته‌های این پژوهش بیانگر آن است در‌سایه مبنای «هوشمندی راهبردی» و عناصر آن، می‌توان از علم آینده‌پژوهی راهبردی به طور موثری در پیشگیری از جرایم نوظهور استفاده کرد.

strategic foresight in preventing emerging crimes in light of game theory

in the light of technological progress, crimes and the way they are committed have changed a lot. therefore, crime prevention with the current perspective and problem-oriented approach governing the crime prevention system in the country will not be effective. the necessity of future research and in the shadow of its correct application and implementation, predicting the future in various fields and having enough opportunity to prepare for future changes is undeniable. on the other hand, in &game theory&, we see a theory based on the technique of analyzing and predicting behaviors and strategies. this theory has common foundations with preventive policy making, and using its approaches in the field of future research in this field, like other sciences, is very promising. therefore, in this research, we will explain the basics and strategies of theorizing in the field of strategic future research to prevent emerging crimes and make maximum use of this science in the aforementioned field.the question of advancing the research is how to use the capacity of theory play in crime prevention? the type of research in this research will be theoretical and based on analytical-descriptive method. the findings of this research indicate that, based on the basics of game theory, there are strategies in four steps, including; strategic management of information, efficient manpower, forecasting of necessary resources, development and strengthening of international information exchange to increase productivity and benefit from the science of strategic future research in the prevention of emerging crimes can be implemented.
