بازدارندگی راهبردهای سازمان تعزیرات حکومتی (مطالعه موردی تخلفات حوزه بهداشت، دارو و درمان در ایلام)

تخلفات حوزه بهداشت، دارو و درمان ازجمله رفتارهایی هستند که آسیب‌های حاصل از آنها معمولاً طیف وسیعی از افراد جامعه را درگیر خود می‌کند. مشخص است که کنترل این رفتارها، جلوگیری از گسترده شدن ابعاد و نتایج زیان‌بار آنها و از همه مهم‌تر ایجاد بازدارندگی از تکرار آنها ازجمله اهداف و رسالت‌های سازمان‌های درگیر با حوزه عدالت تعزیراتی است. یکی از مهم‌ترین سازمان‌های متولّی این امر در ایران سازمان تعزیرات حکومتی است که از طریق پیگیری راهبردهای پیشگیرانه و اجرای اقدامات بازدارنده، هدف کاهش آمار این تخلفات را دنبال کرده است. در این مجال با روش پژوهش توصیفی تحلیلی و از طریق ابزار پرسش‌نامه و با استفاده از نرم‌افزار spss به تحلیل میزان بازدارندگی راهبردهای این سازمان در قبال تخلفات مذکور پرداخته‌ایم. به‌طور کلّی نتایج پژوهش حاضر نشان می‌دهد که اجرای صحیح برنامه‌های نظارتی و قطعیت بخشیدن به کشف تخلفات و ارائه پاسخ‌ها، می‌تواند بیشترین بازدارندگی را ایجاد کند. همچنین یافته‌های میدانی نشان می‌دهد که برخلاف عقیده مخاطبین، شدت مجازات در عمل نتوانسته است به ایجاد بازدارندگی کمک کند.

Deterrence of Ta’zirat Organization Strategies (Case Study of Health, Drug and Treatment Delinquency in Ilam)

Delinquency in the field of health, medicine, and treatment are among the behaviors whose injuries usually affect a wide range of people in the community. It is clear that controlling these behaviors is to prevent them from spreading their detrimental effects and, most importantly, to deter repetition, including the goals and missions of organizations involved in the field of ta’zirat justice. One of the most important organizations in Iran is the government sanctions organization, which has pursued the goal of reducing the number of violations by pursuing preventive strategies and implementing deterrent measures. In this study, through descriptiveanalytical research and questionnaire tools, SPSS software was used to analyze the level of deterrence strategies of the organization against the mentioned violations. Overall, the results of this study show that proper implementation of surveillance programs and identifying violations and providing answers can provide the greatest deterrence. The field findings also show that, contrary to the opinion of the audience, the severity of punishment in practice has not helped to create deterrence.
