شناخت قواعد فقه فرهنگی از دیدگاه مقام معظم رهبری با نظر بر سیاست های کلان فرهنگی

فرهنگ در زندگی روزمره و اجتماعی انسان کاربرد بسیاری پیدا کرده تا جایی که کمتر می‌توان حد و مرزی برای آن متصور شد. نهادهای حاکمیتی نیز از جمله بالاترین مقام رسمی کشور یعنی رهبری به سبب نقش فرهنگ در بقا و اعتلای جامعه با سیاست‌های متعدد و اثرگذار به حوزه فرهنگ ورود پیدا می‌کنند که این مسئله، ضرورت بررسی و تبیین نقطه نظرات آیت‌الله خامنه‌ای در این زمینه را از حیث جایگاه زعامت ایشان دوچندان می‌نماید. مضاف بر آنکه تخریج مبانی فقهی سیاست‌های فرهنگی از منظر ایشان، میزان اعتبار آن را در جامعه نخبگانی و همچنین اقبال مردم جامعه از سیاست‌های ایشان تحت‌تاثیر قرار خواهد داد (مسئله). پژوهشگران برای استنباط مشروعیت سیاست‌های فرهنگی مد نظر ایشان به منابع موجود، اسناد بالادستی در حوزه فرهنگ و بیانات منتشرشده ایشان مراجعه کرده و سپس با بهره‌گیری از روش توصیفی-تحلیلی، نسبت سیاست‌های یادشده را با تعدادی از قواعد فقهی بررسی کرده‌اند (روش). با مطالعه و تحلیل سیاست‌های فرهنگی آیت‌الله خامنه‌ای ذیل عناوین کلان فرهنگ ملی- اسلامی، استقلال فرهنگی، جهاد فرهنگی و فرهنگ‌سازی یا اصلاح فرهنگ، تطابق کامل آنها با پنج قاعده فقهی وجوب ارشاد جاهل، نفی سبیل، لا ضرر، وجوب حفظ نظام و حرمت اخلال در آن و وجوب حفظ مصلحت‌نظام آشکار شد (یافته‌ها).

understanding the principles of cultural jurisprudence from the perspective of the supreme leader with a focus on macro-cultural policies

background and purpose: culture has found significant applications in the everyday and social life of humans, to the extent that it is difficult to draw a clear boundary around it. the importance and diversity of policies related to culture greatly enhance the necessity of examining and elucidating the viewpoints of ayatollah khamenei in this area, considering his position of leadership and jurisprudence. furthermore, extracting the doctrinal foundations of cultural policies from his perspective will influence their credibility within the elite society and also affect the public’s reception of his policies. since the promotion and survival of a society is based on its culture, ayatollah khamenei paid attention to this important matter. research method: researchers have referred to existing resources and published statements to infer the legitimacy of his (ayatollah khamenei’s) intended cultural policies, and then, using a descriptive-analytical method, have examined the relationship of the aforementioned policies with a number of islamic jurisprudential rules in his statements.findings and results: ayatollah khamenei’s cultural policies have been proposed under the basic headings of the national-islamic culture, cultural independence, cultural jihad and cultivation or culture reform. analysis of these policies shows that they are fully consistent with some jurisprudential rules including the obligation to guide the ignorant, denial of domination, prohibition of harm, the obligation to maintain the islamic governance system and the sanctity of disrupting it and the rule of maintaining the expediency of the system.
