ارائه مدل برنامه‌ریزی راهبردی در سازمان‌های آموزشی (مطالعه‌ای فراترکیب)

زمینه و هدف: بهره‌گیری از برنامه‌ریزی راهبردی به‌عنوان یک ضرورت در دولت‌ها، سازمان‌ها و جوامع مطرح شده است. نظام آموزشی همانند دیگر سازمان‌های امروزی لازم است از دستاوردهای نوین دانش ازجمله برنامه‌ریزی راهبردی بهره ببرد و طراحی، تدوین و اجرای چنین برنامه‌ای را به‌عنوان اولویتی اجتناب‌ناپذیر، مورد توجه قرار دهد. این مقاله با هدف، ارائه مدل برنامه‌ریزی راهبردی در سازمان‌های آموزشی تهیه گردیده است.روش: در این پژوهش از طریق رویکرد کیفی فراترکیب بیش از 80 سند علمی و مطالعه منتشر شده در پایگاه‌های اطلاعاتی علمی معتبر داخلی و خارجی بررسی و مبتنی به روش هفت مرحله‌ای سندلوسکی و بارسو مورد تجزیه‌وتحلیل قرار گرفته و پس از احصاء کیفیت ابراز (روایی و پایایی) با استفاده از شاخص کاپای کوهن (1/ 89 درصد) ابعاد و مولفه‌های مدل برنامه‌ریزی راهبردی در سازمان‌های آموزشی احصاء شد.یافته‌ها و نتایج: از مجموع بیش از 80 سند مرتبط با موضوع پژوهش‌، تعداد 23 پژوهش با مقیاس مهارت‌های ارزیابی انتقادی انتخاب و مورد تجزیه‌وتحلیل قرار گرفته است. بر اساس یافته‌های این پژوهش، مدل برنامه‌ریزی راهبردی در سازمان‌های آموزشی شامل ابعاد تدوین (173 مولفه)، اجراء (37 مولفه) و ارزیابی (16 مولفه) می‌باشد.

presenting a strategic planning model in educational organizations (a meta-synthesis study)

background and objective: the use of strategic planning has been raised as a necessity in governments, organizations and societies. the educational system, like other organizations today, needs to benefit from new knowledge achievements, including strategic planning, and consider the design, development and implementation of such a program as an inevitable priority. this article aims to present a strategic planning model in educational organizations.method: in this research, through a qualitative meta-synthesis approach, more than 80 scientific documents and studies published in reputable domestic and foreign scientific databases were reviewed and analyzed based on the seven-step method of sandelowski and barso. after assessing the quality of expression (validity and reliability) using cohen’s kappa index (89.1%), the dimensions and components of the strategic planning model in educational organizations were assessed.findings and results: from a total of more than 80 documents related to the research topic, 26 studies were selected and analyzed using the critical appraisal skills scale. based on the findings of this study, the strategic planning model in educational organizations includes the dimensions of formulation (173 components), implementation (37 components), and evaluation (16 components).
