نقش رسانه‌های محلی در تحقق حکمرانی خوب شهری در ایران

رسانه‌های محلی می‌توانند نقش نهادی مهمی را در راستای حکمرانی خوب شهری ایفاء کنند؛ که توجه به این موضوع، احتمالا به اثرگذاری بهتر این نهاد میانجی اجتماعی منجر می‌شود. نوشتار حاضر با این پیش‌فرض، به مرور نظری ادبیات موجود در رابطه با مفهوم حکمرانی و حکمرانی خوب، در قالب و ارتباطی با مفاهیم دیگر مثل رسانه محلی، کارکردگرایی ساختاری و مسئولیت اجتماعی رسانه، پرداخته است. در واقع مفهوم حکمرانی خوب را که رویکرد جدیدی در اداره امور عمومی است، در قلمرو شهری و با محوریت رسانه محلی سنجیده است. در ادامه با استفاده از نماگرهای احصاء شده از دل مطالعات و کاوش‌های نظری و با استفاده از روش مصاحبه عمیق و شیوه تحلیل مضمون، از طریق نرم افزار maxquda به سوالات و اهداف مدنظر پرداخته است. در نتیجه کارویژه رسانه محلی را در راستای حکمرانی خوب شهری در ایران را شامل سه مقوله فراگیر (پاسخگوکننده مسئولین، چشم ناظر بر شهر، عامل مردمی در حکمرانی) یافته و راهکارها و پیشنهاداتی را هم در این رابطه عرضه کرده است. خروجی پژوهش حاکی از نقش مستقل و اثرگذار رسانه در حکمرانی است. اگرچه به علت ساختارهای موجود در ایران توانایی رسانه‌های رسمی برای ابزار مردمی بودن کم است اما در عین حال توان آن در پاسخگونمودن مسئولین بالاست. از طرفی توانمندشدن مردم در کلیت حکمرانی توسط رسانه، خصوصاً توسط رسانه‌های غیررسمی امکان‌پذیر است. در نهایت اینکه نقش نظارتی و همیشگی رسانه در پایش محیطی و نظارت اجتماعی، خصوصا درباره مسائل شهری می‌باشد، که این کارویژه برای رسانه محلی سهل الوصول‌تر و اساسی‌تر است.

the role of local media in achieving good urban governance in iran

local media can fulfill a significant institutional role in advancing the concept of good urban governance. focusing on this matter is likely to result in an enhanced effectiveness of this social intermediary institution. this paper, based on the assumption mentioned above, explores the existing theoretical literature related to the concepts of governance and good governance in conjunction with other concepts such as local media, structural functionalism, and media social responsibility. it critically assesses the concept of good governance, which represents a novel approach to public administration, within the urban context, with local media as its focal point. subsequently, utilizing data derived from comprehensive theoretical studies, explorations, deep interviews, and content analysis methodologies, this paper addresses the pertinent questions and objectives through maxqda software. as a result, this research identifies three comprehensive dimensions of the role of local media in advancing good urban governance in iran (responsiveness to officials, city oversight, and public participation in governance), and offers corresponding strategies and recommendations. the findings of this research emphasize the independent and influential role of media in governance. while formal media outlets in iran face limitations in serving as a public tool due to existing structures, their capacity to hold officials accountable remains substantial.moreover, empowering citizens through media, especially non-formal media, is achievable within the broader governance framework. ultimately, the enduring and supervisory role of the media in monitoring the environment and exercising societal oversight, is particularly concerning urban issues. this focus is more readily accessible and fundamental for local media. it is, however, acknowledged that local media, especially in small communities, confronts numerous challenges and hardships
