آیا خط‏مشی‏گذاری عمومی، نیازمند یافتن محور مشترکی بین ابعاد مختلف دانشی مسائل و خط‏مشی‏ها است؟

خط‏مشی‏های عمومی راهکارهای ‏حل «مسائل» عمومی کشور هستند، مسائلی که «ابعاد» متعدد دارند؛ اما اغلب بسیاری از ابعاد، ازجمله ابعاد دینی و فرهنگی آن‌ها مورد کم‏توجهی واقع می‏شوند. هدف تحقیق حاضر آن است که مشخص شود آیا برای کل‏نگری و هماهنگی درونی بین ابعاد مختلف دانشی یک مسئله، به شناخت و تعیین «محور مشترکی» برای یکپارچگی بین آن‌ها نیاز هست یا خیر. محوری که می‏تواند از جنس موضوعی، عملیاتی، فرایندی و ... باشد. در پژوهش حاضر که هدف آن کاربردی است از روش پیمایش به‌عنوان روش کمی برای گردآوری و تحلیل داده‏ها استفاده شده است. جامعه آماری تحقیق، متشکل از دانشجویان مقطع دکتری خط‏مشی‏گذاری یا فارغ‏التحصیلان و دانشجویان مقطع دکتری دیگر رشته‏ها است، با این خصوصیت که با نهادهای خط‏مشی‏گذاری کشور همکاری داشته‏ا‏ند. روش نمونه‏گیری، نمونه‏برداری هدفمند با تعداد نمونه 30 نفر و ابزار آن، پرسشنامه با گویه‏های طیف لیکرت بوده است. داده‏های به‌دست‌آمده، با روش آزمون یک نمونه‌ای، آزمون گردید و سپس با آزمون فریدمن رتبه‏بندی صورت گرفت. نتایج آزمون‏ها بیانگر نیاز جدی به شناخت محور مشترکی بین دانش‏ها برای به‌کارگیری در خط‏مشی‏گذاری عمومی کشور است که در این خصوص، راهبردهایی برای خط‌مشی‌گذاران و پژوهشگران ارائه شده است.

Does Public Policy- Making Need to Find a Common Ground between Several Knowledge Aspects of General Policies and Problems?

Public policies are considered solutions to solve the country’s public problems; these issues have multiple dimensions, but often many of their dimensions, including cultural and religious ones are mostly neglected .The aim of this research is to determine that to obtain a holistic and inner harmony between the different aspects of the knowledge of a problem, is there any need for identifying and designating a common ground for their integration. This common ground could be thematic, operational, procedural, etc. This is an applied research which has been conducted as a survey by using a quantitative method to collect and analyze data. The statistical population consists of PhD candidates in public policy or other disciplines as well as PhD graduates who have cooperated with the country’s policymaking institutions. The authors used purposive sampling method. Their sample size consisted of 30 persons and to measure respondents’ opinion, the Likert scale questionnaire was used. The obtained data were tested by singlesample tests, and then they were ranked by Friedman test. Test results indicate a serious need to understand the common ground between knowledge for use in public policy making, and finally, the authors propose several strategies for policymakers and scholars.
