مدیریت راهبردی فرآیند مشارکت سیاسی با بهره‌گیری از فرهنگ سیاسی (مطالعه موردی: استان سیستان و بلوچستان)

توسعه فرهنگی با هدف پیشرفت و پویایی نظام‌مند جامعه، از طریق برنامه‌ریزی‌های فرهنگی و اجتماعی و اولویت ویژه‌ای که برای ارزش‌های بومی و ملی قائل شده، نیازهای معنوی و مادی افراد جامعه را تامین نموده و می‌توان از آن برای ارتقاء سطح عوامل تاثیرگذار بر رشدوتعالی جامعه استفاده کنیم. از سوی دیگر، رابطه دوسویه‌ای میان توسعه فرهنگی و مشارکت برقرار است. لذا برای تبیین خرده‌فرهنگ‌های مشارکت و بالاخص مشارکت سیاسی، تحولات فرهنگی نیاز است که زمینه مشارکت اعضای یک جامعه را در امور سیاسی فراهم کند. از سوی دیگر، بخش قابل‌توجهی از رفتارهای سیاسی، خاصه مشارکت سیاسی نیازمند باورهای فرهنگی مناسب و سازگار با توسعه سیاسی است. لذا پژوهش حاضر با استفاده از روش پژوهش توصیفی تحلیلی و با بهره‌گیری از تکنیک swot، کمک منابع کتابخانه‌ای، مصاحبه‌های باز و نیمه‌ساختاریافته و آمار منتشره از مراجع رسمی، از طریق استدلال قیاسی و استقرائی و... داده‌های گردآوری‌شده را ارزیابی، تجزیه‌وتحلیل نموده و به شناسایی و بررسی عوامل موثر در مشارکت سیاسی ساکنان استان سیستان و بلوچستان پرداخته که نتایج حاصله نشان‌دهنده تاثیرگذاری پارامترهای قومیت‌گرایی، مذهب‌گرایی، جریان‌های سیاسی، تحصیلات و نخبگان بر فرایند مشارکت سیاسی است و سه راهکار محافظه‌کارانه یعنی پیوند نیازهای روز افراد با فعالیت‌های اجتماعی، اعتمادسازی گروه‌های مرجع و توجه به نقش مردم به‌عنوان سرمایه اجتماعی در انتخابات جهت افزایش میزان مشارکت سیاسی با بهره‌گیری از خصیصه‌های فرهنگ سیاسی در بلندمدت ارائه شده است.

Strategic Management of Political Participation Process by Drawing upon Political Culture (Case Study of Sistan and Baluchistan Province)

Cultural development, aimed at the systematic progress and dynamism of society, through cultural and social planning, and given special priority accorded to native and national values, provides the spiritual and material needs of the individuals in the community and can be used to promote the level of factors affecting the growth of society. On the other hand, there is a bilateral relationship between cultural development and participation. Therefore, in order to explain the subcultures of participation and especially political participation, cultural developments are needed to provide the context for the participation of members of a community in political affairs. On the other hand, a significant part of political behavior, especially political participation, requires cultural beliefs that are appropriate to and consistent with political development. The present study is conducted using descriptiveanalytic research methodology, SWOT technique, library resources, open and semistructured interviews, and statistics published by official authorities, through deductive and inductive reasoning, etc. In this way, the author has collected, evaluated and analyzed data and has identified and investigated the effective factors in the political participation of the residents of Sistan and Baluchistan province. The results of this study indicate that the parameters of ethnicity, religiosity, political currents, education and elites are influenced by political participation. Also, three conservative strategies, namely, linking people’s daily needs with social activities, trust building of reference groups and paying attention to the role of people as social capital in the elections in order to increase the level of political participation by using the features of political culture in the long run, have been provided.
