تحلیل گفتمان سیاستگذاری علمی-فناورانه در دولت های احمدی نژاد (گفتمان تجاری سازی) و حسن روحانی(گفتمان اقتصاد دانش بنیان) با تاکید بر انتقال فناوری

هدف این پژوهش بررسی تحول گفتمان سیاستگذاری علمی-فناورانه در ایران در دولت های محمود احمدی نژاد و حسن روحانی است. گفتمان های سیاستگذاری علمی_فناورانه در این دولت‌ها‌ حول چه موضوعات، مفاهیم، نشانه ها، مخاطبان، هویت و ... صورت بندی شده اند؟ در این گفتمان ها به طور ویژه در حوزه انتقال فناوری چه موضوعات، مفاهیم، نشانه ها، مخاطبان، هویت و ... صورت بندی شده اند؟ محقق پس از طرح یک مدل نظری ترکیبی، به بررسی دقیق تحولات گفتمانی و بیناگفتمانی در حوزه سیاستگذاری علمی_فناورانه در دوره زمانی مورد نظر پرداخته و می‌کوشد نشان دهد که بر خلاف تصور معمول فرآیند تحول گفتمان سیاستگذاری علمی_فناورانه یک فرآیند انباشتی و خطی نمی باشد و تحول این گفتمان ها در فرآیندی گسسته، ناپیوسته و غیر انباشتی ممکن شده است. از منظر روش‌شناختی، روش تحلیل گفتمان برای انجام این پژوهش بکارگرفته شده است. در انتها نیز، روایت های علم وفناوری مستخرج شده از دولت‌های احمدی‌نژاد و روحانی آورده شده است و نویسنده می‌کوشد تا توجه سیاست‌مداران و تحلیل‌گران را به زاویهِ دیگری برای سیاستگذاری و تصمیم گیری یعنی توجه به روایت ها و فرا راویت‌ها معطوف سازد.

a discourse analysis of scientific-technological policy in ahmadinejad and rohani’s administrations with an emphasis on technology transfer

this research is conducted as an attempt to investigate into the developement in the formation of discourses of science and technology policy between 1384and 1400. in particular, this paper aims at the exploration into the process of formation of the topics which are addressed, concepts developed, signs employed, the addressees addressed and the identities shaped.that is, it tries to investigate into the question of what and how topics, concepts, signs, addresses and identities are formed over the period mentioned in those discourses concerning the transfer of technology. the researchers, after proposing an eclectic theoretical model, tries to investigate thoroughly into the discursive and interdiscursive development in the field of science and technology policy over the prementioned period using mentioned model. in addition, they attempt to demonstrate that, contrary to the common perception, the process of the development of discourses in science and technology policy is not a linear and cumulative process, rather they argue that the development of those discourses have been possible through a fragmented, disconnected and non cumulative process. methodologically speaking, discourse analysis is the way of conducting this research. finally, extracted narratives of science and technology during ahamdinejad and rohani’s administrations are collected .
