نقش مرجعیت علمی در فرایند توسعه در کشور: مرور نظامند مطالعات داخل کشور

زمینه و هدف: مرجعیت علمی که به معنای مراجعه مستمر دیگران به یک فرد یا سازمان بعنوان صاحب نظریه است، سبب توسعه جامعه از نظر اجتماعی، اقتصادی و علمی می شود. این پژوهش با هدف تبیین نقش مرجعیت علمی در فرایند توسعه کشور با استفاده از مطالعات انجام شده صورت گرفت.روش بررسی: این مطالعه در نیمه اول سال 1396 بر اساس پروتکل مرور نظام مند کوکران انجام و در فروردین 1399 به روز رسانی گردید. کلید واژه های مرجعیت علمی، توسعه کشور، اجتهاد علمی و اقتدار علمی در پایگاه داده ای google scholar و پایگاه های اطلاعاتی ایرانی شامل اطلاعات علمی جهاد دانشگاهی و پژوهشگاه علوم و فناوری ایران جستجو شدند. تعداد 343 مقاله وارد لیست اولیه و 45 مقاله واجد شرایط لازم برای ورود به ارزیابی نهایی شدند.یافته ها: مهمترین مفاهیم استخراج شده در این مطالعه در زمینه نقش مرجعیت علمی عبارت بودند از: پویایی علمی، تحول و نوآوری، خلاقیت، توسعه ی علوم پزشکی، تمدن سازی، بومی سازی علم، تعاملات علمی، تکنولوژی های ارتباطی، توسعه فرهنگ خودباوری، بین المللی سازی آموزش و پژوهش، تقویت نظامند علوم بین رشته ای به منظور توسعه، ثروت آفرینی، رقابت به منظور توسعه.نتیجه گیری: مرجعیت علمی نقش موثری در ارتقای توان رقابتی کشور در مقایسه با کشورهای سند چشم انداز 1404 ایران دارد. بنابراین ضرورت دارد در راستای دستیابی به توسعه و مرجعیت علمی، برنامه ریزی استراتژیک تحقیقات علمی در کشور با هدف شناسایی ظرفیت ها و هدایت تحقیقات برای نیل به اهداف سند چشم انداز 1404 انجام شود.

Role of Scientific Authority in the Development Process in Iran: A Systematic Review

Objectives: Scientific authority which means others rsquo; continuous referral to an individual or organization and being recognized as a theorymaker, leads to develop a society socially, economically and scientifically. The goal of this study was to explain the role of scientific authority in the development process of the country based on the conducted studies.Method: This study was conducted in the first half of 1396 using the Cochran systematic review protocol and then updated in 1399. Key words including scientific authority, country development, scientific trying and scientific power were searched in GOOGLE SCHOLAR and Iranian databases such as SID and IRANDOC. In addition, manual research was done. After reviewing the title or abstract of the articles, 343 articles entered the preliminary list, of which 45 qualified articles were required to enter the final evaluation.Results: The most important extracted concepts related to scientific authority included scientific dynamics, civilization, and localization of science, selfbelief culture development, systematic reinforcement of interdisciplinary sciences, wealthmaking and competition for development.Conclusion: Scientific authority has an effective role in promoting the country #39;s competitiveness compared to the countries of Iran #39;s 1404 vision document. Therefore, in order to achieve scientific development and authority, it is necessary to conduct strategic planning of scientific research in the country with the aim of identifying capacities and directing research to achieve the goals of the 1404 vision document.
