تحلیل استراتژیک همکاری‌های علمی بین‌المللی دانشگاه‌های برتر ایران از منظر اعضای هیات علمی آن‌ها با تکنیک فازی Fbwm

زمینه و هدف: توزیع نامتقارن منابع دانش و فناوری در عصر جهانی شدن، و لزوم توسعه همگام با تحولات جهانی، موجب ورود ناگزیر دانشگاه ها به همکاری های علمی بین المللی (هعب) شده و ارزیابی راهبردی وضعیت موجود از الزامات حضور اثربخش در این عرصه است. لذا هدف این پژوهش، ارزیابی همکاری های علمی بین المللی دانشگاه های برتر ایران با رهیافت تحلیلswot است. روش بررسی: این پژوهش کاربردی و از نوع توصیفی-پیمایشی است. از طریق نمونه گیری طبقه ای نسبتی 432 عضو هیات علمی 12دانشگاه برتر متشکل از 4 دانشگاه جامع، 4 دانشگاه علوم پزشکی و 4 دانشگاه صنعتی به عنوان نمونه انتخاب شدند. ابزاز گردآوری داده ها، پرسشنامه محقق ساخته بود که روایی محتوایی آن توسط متخصصان امر و با بازبینی همتایان تایید شد و پایایی آن (آلفای کرونباخ) برابر 0.816 محاسبه شد. تحلیل داده ها نیز به روش fbwm توسط نرم افزارهای لینگو و لیزرل صورت گرفت. یافته ها: افزایش حضور و تعامل محققان در همایش های بین المللی، وجود بسترهای مناسب توسعه بین المللی در دانشگاه ها، مهم ترین نقاط قوت؛ ناکافی بودن گرنت سالانه اساتید، عدم اشراف مدیران دانشگاه ها به هعب و تزلزل و تشتت در سیاست های هعب، مهم ترین نقاط ضعف؛ جوان بودن جمعیت کشور، رفع برخی تحریم ها، و اقبال جامعه جهانی به پذیرش ایران در کنسرسیوم های دانشگاهی بین المللی، مهم ترین فرصت ها؛ و رکود اقتصادی در بیشتر کشورها، فراهم نبودن زمینه های سیاسی برای هعب و گسترش ایران هراسی و اسلام هراسی در جهان، مهم ترین تهدیدها بودند.نتیجه گیری: دستیابی به بخش اعظمی از اهداف سند چشم انداز، برنامه های توسعه و نقشه جامع علمی کشور، مستلزم هعب بوده و این امر به شدت متاثر از شرایط خاص فرهنگی، سیاسی، مذهبی و بین المللی ایران است. دانشگاه های برتر کشور بایستی با ممیزی الزامات جامعه جهانی؛ حتی الامکان به استانداردهای آکادمیک بین المللی نزدیک شوند.

Strategic Analysis of International Scientific Collaboration of Iranian Top Universities from their Faculty perspective, Using FBWM

Background and Objective: Asymmetric distribution of knowledge and technology in globalization era, and the necessity of global interactions for universities have led them to enter into international scientific collaboration (ISC) and strategic evaluation of status quo is required for effective participation in it. Therefore, the aim of this study was to evaluate the ISC of top Iranian universities using SWOT analysis.Materials and Methods: This was an applied descriptive survey. 432 faculty members of the top 12 universities were selected through a stratified sampling. The datacollection tool was a researchermade questionnaire whose content validity was confirmed by experts and counterparts and its reliability was calculated using Cronbach's alpha equal to 0.816. Data analyzed through Fuzzy BWM.Result: The most important strengths included increasing presence of researchers at international conferences, and the existence of suitable international development platforms in universities; weaknesses included inadequacy of faculty annual grants, and university administrators' lack of knowledge about ISC; opportunities included the youthfulness of Iran's population, the lifting of some sanctions against Iran and international community's new appetence to acceptance of Iran in international academic consortia and finally important threats included the economic downturn in most countries; lack of political platform for ISC and the spread of Islam and Iran phobia around the world.Conclusion: International Scientific Collaboration is required for meeting many objectives of the Iran development plans, and is strongly influenced by the specific cultural, political, religious and international conditions of Iran. Top universities must meet the international academic standards and audit the requirements of international community.
