بایسته های ارزیابی حفاظت از محوطه‌های پویای میراث فرهنگی جهانی

اهداف: محوطه‌های پویای میراث فرهنگی جهانی، مجموعه‌ای از منابع میراثی غیرقابل جایگزین در ابعاد ملموس و ناملموس، در ‌نتیجه‌ فرآیندهای تولید فرهنگی- اجتماعی و تجربیات در بستر زمانی و مکانی شکل یافته‌اند و در حال گذراندن تحولات در گذر زمان می‌باشند. هدف اصلی این پژوهش ارزیابی وضعیت حفاظت محوطه‌های پویای میراث فرهنگی جهانی به‌‌عنوان یکی از اساسی‌ترین موضوعات در فرایند نظارت بر میراث می‌باشد، که این فرایند ارزیابی باید با مشارکت ذینفعان مختلف مرتبط با بستر فرهنگی مربوطه در طول زمان محقق شود.روش‌ها: پژوهش از نوع کاربردی- توسعه‌ای است و در دو بخش مطالعات نظری و عملی با استفاده از روش توصیفی- تحلیلی انجام شده است. در بخش نظری از روش استدلال منطقی و تکنیک تحلیل محتوا و استنتاج منطقی و در بخش عملی از روش پیمایشی و تکنیک فرایند تحلیل سلسله مراتبی بهره گرفته شده است.یافته‌ها: دستیابی به ارزیابی کارامد وضعیت حفاظت محوطه‌های پویای میراث فرهنگی جهانی، مبتنی بر معیار حفاظت، پایداری و انتقال برجستگی و منزلت فرهنگی سایت میراثی تحت تاثیر زیر معیارهای یکپارچگی و اصالت و همچنین معیار تجربه سایت میراثی تحت تاثیر زیر‌ معیارهای ادراک برجستگی و منزلت فرهنگی و تجربه اصالت محقق می‌گردد.نتیجه‌گیری: شاخص حس دلبستگی مکانی به‌عنوان مهم‌ترین عامل در مدل ارزیابی وضعیت حفاظت محوطه میراث فرهنگی جهانی مورد مطالعه محسوب می‌شود. بهره‌گیری به‌طور ادواری از این مدل پیشنهادی در فرایند نظارت، می‌تواند بستر مناسبی را برای سنجش میزان کارآمدی سیستم مدیریت محوطه پویای میراث جهانی مورد مطالعه فراهم سازد. همچنین انتقال این تجربه می تواند در فرایند مدیریت و حفاظت از بافت های با ارزش تاریخی- فرهنگی پویای شهر تهران توسط اداره کل میراث فرهنگی و گردشگری با همکاری شهرداری و سازمان زیباسازی شهر تهران به کار گرفته شود.

Framework of Conservation Evaluation for Dynamic Cultural World Heritage Sites

Aims: Dynamic cultural World Heritage Sites, as irreplaceable resources with tangible and intangible dimensions, have been shaped by a result of the processes of sociocultural production and experiences in the temporal and spatial context and are going through a series of changes over time. The main purpose of this research is assessing the state of conservation of dynamic cultural World Heritage Sites, which is one of the most fundamental issues in the World Heritage monitoring process.Instrument Methods: This study elaborates on applieddeveloped research methods, using an analytical descriptive method in two sections. The theoretical section is based on the logical reasoning method and technique of content analysis and logical inference; and the practical section is based on the survey method and analytic hierarchy process technique.Findings: Achieving the effective assessment for the state of conservation of dynamic cultural World Heritage Site is based on two substantial criteria: 1) ldquo;securing and conveying cultural significance of the heritage site rdquo; with the subcriteria of ldquo;integrity rdquo; and ldquo;authenticity rdquo;; 2) ldquo;heritage site experience rdquo; with the subcriteria of ldquo;perception of cultural significance rdquo; and ldquo;experience of authenticity rdquo;.Conclusion: The results show that the ldquo;sense of place attachment rdquo; indicator is the most important factor in assessing the state of conservation. And periodic use of this proposed model in the monitoring process provides a coherent platform for measuring the efficiency of the study heritage site management system. The developed framework might be used by Tehran Beautification Organization and Tehran Municipality in culturallyrich sites of Tehran.
