نقش رعایت حقوق شهروندی مهاجرین و پناهندگان در توسعه پایدار از دیدگاه قرآن

رعایت حقوق شهروندی مهاجرین در جامعه اسلامی در قرن‌های اوج تمدن خود که ریشه در باورهای منبعث از معارف اسلامی دارد مرکز توجه اندیشمندان جهان می‌باشد. این مقاله به‌دنبال پاسخ این سوال است که آیا قرآن به موضوع حقوق شهروندی مهاجرین پرداخته و ابعاد مختلف آن را بیان نموده است؟ روش این تحقیق اکتشافی و استخراج داده‌ها به روش کتابخانه‌ای و ابزار جمع‌آوری داده‌ها به‌صورت فیش‌برداری می‌باشد. یافته‌های تحقیق نشان می‌دهد که اولاً قرآن دغدغه عدالت نسبت به مهاجرین در راه خدا را دارد. ثانیاً کشورهای اسلامی موظفند که 1. محلی برای زندگی مهاجرین تامین نمایند 2. مشکلات مهاجرین اعم از عضویت (شهروندی)، آموزش، بهداشت و تامین اجتماعی را حل کنند. 3. ثروتمندان جامعه اسلامی نیاز مالی مهاجرین را برطرف کنند. 4. در حل مشکلات فرهنگی اجتماعی مهاجرین بکوشند. 5. رفتاری منطبق بر اخلاق اسلامی همانند عفو، ایثار، عدم خسّت و حسادت داشته و نهایتاً آنها را دوست داشته باشند.

The Role of Observing the Citizenship Rights of Immigrants and Refugees in Sustainable Development from the Quranic Perspective

The observance of the citizenship rights of immigrants in the Islamic society in the peak centuries of its civilization, rooted in the beliefs derived from Islamic teachings, is the focus of attention of thinkers around the world. This article seeks to answer the question of whether the Qur'an addresses the issue of immigrant citizenship rights with its various dimensions. This study tries to explore and extract information using library resources. Research findings show that, first, the Qur'an is concerned with justice for immigrants migrating for the sake of God. Secondly, Islamic countries are obliged to provide a place of residence for the immigrants, to solve the problems of immigrants, including membership (citizenship), education, health and social security. The rich of the Islamic society are supposed to solve the financial problems of the immigrants. They should try to solve the sociocultural problems of the Immigrants. They should treat the immigrants in accordance with Islamic ethics such as forgiveness, selfsacrifice, and not being jealous or mean towards them and finally love them.
