تحلیلی بر برنامه‌ریزی و سیاست‌گذاری توسعه‌ی گردشگری تاریخی-فرهنگی در ایران (مطالعه موردی: شهر تبریز)

با توجه به اهمیت برنامه‌ریزی و سیاست‌گذاری در توسعه‌ی گردشگری، تحقیق حاضر با هدف ارزیابی برنامه‌ریزی و سیاست‌گذاری توسعه‌ی گردشگری تاریخی-فرهنگی در شهر تبریز نگارش شده است. روش تحقیق در مطالعه‌ی حاضر از نظر هدف، کاربردی، از نظر شیوه‌ی اجرا، پیمایشی و از نظر زمانی، مقطعی می‌باشد. جامعه‌ی آماری تحقیق نیز شامل مدیران، مسئولان و کارشناسان شهرداری منطقه‌ی تاریخی-فرهنگی شهر تبریز بوده که حجم نمونه بر اساس روش دلفی 100 نفر برآورد شده است. همچنین به‌منظور تجزیه و تحلیل اطلاعات از تکنیک حداقل مجذورات جزئی در نرم‌افزار warppls و آزمون تی تک‌نمونه‌ای در نرم‌افزار spss استفاده شده است. یافته‌های تحقیق حاکی از آن است که با توجه به پتانسیل‌های تاریخی-فرهنگی شهر، این نوع از گردشگری در تبریز توسعه‌ی قابل توجهی را نداشته است. این امر ناشی از نارسایی‌های برنامه‌ریزی و سیاست‌گذاری در سطوح خرد و کلان می‌باشد. در سطح خرد می‌توان به ناکارآمدی مدیریت تصمیم‌گیری و عملیاتی در حوزه‌ی بازآفرینی بافت تاریخی-فرهنگی (ابعاد مختلف مدیریتی، اقتصادی و فضایی-عملکردی) و در سطح کلان می‌توان به عدم وجود دیدگاه همه‌جانبه نگر و سیستمی، قوانین و روابط سیاسی نامناسب، نبود رویکرد یکپارچه در نظام مدیریتی (غلبه‌ی مدیریت تمرکزگرا و تکنوکرات‌گرا) و تصدی‌گری دولت در بخش گردشگری اشاره کرد.

Analysis of planning and policy-making for development of historical-cultural tourism in Iran (case study: Tabriz metropolis)

Considering the effect of appropriate planning and policymaking in tourism development, the present study has been written with the aim of evaluating the planning and policymaking of historicalcultural tourism development in Tabriz metropolis. The research method in the present study is applied in terms of purpose, survey in terms of implementation method and crosssectional in terms of time. In order to analyze the data, has been used the technique of least squares in WarpPLS software and sample ttest in SPSS software. Findings indicate that according to the historicalcultural potentials of the city, this type of tourism in Tabriz has not developed significantly. This is due to inadequacies in planning and policymaking at the micro and macro levels. At the micro level, we can point to the inefficiency of decisionmaking and operational management in the field of recreating the historicalcultural context (various managerial, economic and spatialfunctional dimensions) and at the macro level, we can to the lack of a comprehensive and systematic view, inappropriate laws and political relations, the lack of an integrated approach in the management system (the dominance of centralist and technocratic management) and government ownership in the tourism sector.
