تبیین نقش و جایگاه قدرت نرم در تحقق اهداف سیاست داخلی و خارجی

واقع گرایان سنتی نسبت به اهمیت ایده ها بی تفاوت بودند. در حقیقت در سال 1939، ای.اچ .کار قدرت بین المللی را در سه دسته بندی توصیف و ارائه کرد: قدرت نظامی،قدرت اقتصادی و قدرت مسلط بر افکار و ایده ها(قدرت نرم)..قدرت در مفهوم رئالیستی به منابع قابل سنجش و محسوس تقلیل یافت.قدرت نرم شکلی از ایدئالیسم یا لیبرالیسم نیست بلکه شکلی از قدرت است یا روشی برای دستیابی به نتایج مطلوب است.مشروعیت، واقعیت قدرت است.نبردها یا تلاشهای رقابتی بر سر مشروعیت بخشی از عوامل تقویت کننده یا محروم کننده قدرت نرم می باشد و در این منازعه ، دولتها تنها بازیگران اصلی نیستند بلکه شرکتها،موسسات و نهادها، سازمانهای غیر دولتی و حتی شبکه های تروریستی غیر دولتی اغلب دارای قدرت نرم خودشان می باشند. بسیار مهم است که قدرت سخت و نرم را در راهبردهایی که تحت عنوان قدرت هوشمندانه تعریف می شوند ترکیب نمود. (nye,jr,2004,1-6). قدرت نرم در سیاست داخلی و خارجی سبب هویت سازی،تحریک و بسیج افکار عموی برای تحقق اهداف کلان نظام سیاسی،احیاء هویتهای فروپاشیده،ایجاد وحدت در داخل،تحکیم موقعیت و مواضع سیاسی منطقه ای و بین المللی آن نظام ، تقویت حس پویایی، پیشرفت و تقویت روحیه جهادی و دفاع از موجودیت ان نظام و ارمانهای آن می شود اما در نظامهای سخت و غیرالهی سبب استعمار نوین،توجیه رفتارهای سلطه طلبانه،تحریک افکار عمومی علیه دشمن خیالی، فرافکنی و سرپوش گذاشتن بر ناکامیها و مشکلات داخلی ان نظام می شود.

Analyzing the Effect of Political Instability on International Business Based on Geopolitical Situation of Iran

Todays, soft and cultural power in international field has found especial important and priorities. As all countries of important and influence in international system are going to optimal use from soft and cultural element and tools to insure of theirs national purposes and interests , because enforcement of soft and cultural power covering less costs and more achievements towards to other elements of power. Some kind of government that lacking bases and cultural and spiritual framework even whit having highest sources and economical , industrial and military capacities, they never will be able to insure their survive and continuity. while , sufficient and main condition to survive and growth and bloomy and evolution regardless of material factories is spiritual base or backrest and legitimacy and tautness derived from it or came from of it. Findings of the research show that in soft state and societies, measurements such as knowledge, piety, justice, believe, ethics, rightness, sincerity, jihad, joining good and preventing of vice or bad, cooperative and comment to goodness and truth ,gaining legitimate property, work and production, affection and friendship, purity, freedom, security, wealthy, exhilaration and other ethical values and also development and scientific and political, economic , cultural and eventually promotion and suitable compound of deferent sources of power in logical form are considered as core and important values and. Method of this research is descriptionanalytical method and method of data collecting in this study is library method.
