تحول سیاست دفاعی و امنیتی آمریکا در غرب آسیا در دوره نومحافظه کاران

سیاست خارجی آمریکا مانند حرکات پاندول متغیر است. این تغییر یک تغییر اساسی نیست، بلکه تغییر در استراتژی ها با حفظ اصول است. بنابراین، تغییر در دولت، تغییر در راهبردهایی است که باید با توجه به شرایط زمانی و مکانی متفاوت باشد که تاثیری در تغییر جهت‌گیری‌های اساسی سیاست خارجی آمریکا ندارد. مسئله اساسی پژوهش حاضر تبیین تحول سیاست دفاعی و امنیتی آمریکا در غرب آسیا در دوره نومحافظه کاران است. براین اساس، سئوال از چیستی تحولات سیاست دفاعی و امنیتی آمریکا در دوره نومحافظه کاران است. در پاسخ به این سئوال، نگارنده براین فرض است که تحول سیاست دفاعی و امنیتی آمریکا در دوره نومحافظه کاران، یک تغییر اساسی نیست، بلکه تغییر در استراتژی ها با حفظ اصول است. یافته های پژوهش حاکی از آن است که، جهت گیری سیاست خارجی و نگاه امنیتی آن به مسائل جهانی به سمت ثبات هژمونیک پیش می رود. این تفکر تاثیر بسزایی در اتخاذ رویکردهای تهاجمی در غرب آسیا پس از حوادث 11 سپتامبر 2001 داشت. مقاله براساس نظریه رئالیسم تهاجمی بر اساس تحلیل جان میر شایمر و با استفاده از روش تحقیق توصیفی- تحلیلی سرانجام یافته است.

us foreign policy is as volatile as pendulum movements. this change is not fundamental but a change in strategies while maintaining principles. thus، a change of government is a change in process that must vary according to time and place، which does not change the fundamental orientations of american foreign policy. the main issue of the present study is to explain the evolution of us defense and security policy in west asia in the neoconservative era. accordingly، the question is what changes in us defense and security policy in the neoconservative era. in answer to this question، the author assumes that the evolution of us defense and security policy in the neoconservative era is not a fundamental change but a change in strategies while maintaining principles. according to this worldview، the orientation of foreign policy and its security view on global issues is moving towards hegemonic stability. this thinking was instrumental in taking an aggressive approach to west asia in the aftermath of september 11، 2001. the article is based on the theory of bold realism based on the analysis of john mir scheimer and using a descriptive-analytical research method.
