همکاری چند بعدی چین و کشورهای خلیج فارس و تاثیر آن بر روابط تهران-پکن (2016-2023)

توسعه روابط ایران و چین در سال 2016 و امضای برنامه ی 25 ساله ی همکاری‌های مشترک، موجب واکنش رقبای ایران در  سطح جهان و منطقه شد. در همین راستا، کشورهای عضو شورای همکاری خلیج فارس برای رقابت با ایران در صدد برآمدند تا جایگاه خود را در سیاست توسعه گرایانه و متوازن چین در منطقه تقویت کنند. هدف این مقاله تبیین چگونگی  اثرگذاری تعمیق روابط چین و کشورهای شورای همکاری خلیج فارس بر ایران است و به روش تکوینی-تبیینی به این سوال پاسخ می دهد که گسترش همکاری چین و کشورهای عرب حاشیه ی خلیج فارس از سال 2016-2023 چگونه بر روابط تهران-پکن تاثیر گذاشته است؟ در پاسخ فرضیه این است که در بازه زمانی 2016 تا 2023 تعاملی چندسطحی بین چین و کشورهای عرب خلیج فارس شکل گرفته و به دلیل همپوشانی حوزه های تعامل آن ها با حوزه های مزیت روابط تهران-پکن، زمینه ی خنثی سازی توسعه همکاری ایران و چین را فراهم کرده است. نتایج نشان می دهد که چین در راستای موازنه سازی با ایالات متحده و کشورهای عرب منطقه در راستای موازنه سازی با ایران، این روند توسعه همکاری را پیش می برند اما این تحول، احتمالا آثار منفی جدی برای منافع ایران به دنبال خواهد داشت.

the development of relations between iran and china in 2016 and the signing of a 25-year joint cooperation program caused the reaction of iran's competitors at the global and regional level. in this regard, the member states of the persian gulf cooperation council sought to compete with iran in order to strengthen their position in china's development-oriented and balanced policy in the region. the purpose of this article is to explain how the deepening of relations between china and the countries of the persian gulf cooperation council has an effect on iran, and in a formative-explanatory way, it answers the question of how the expansion of cooperation between china and the arab countries of the persian gulf from 2016-2023 will affect the relations between iran and iran. has tehran-beijing been affected? the answer to the hypothesis is that in the period from 2016 to 2023, a multi-level interaction between china and the arab countries of the persian gulf has been formed, and due to the overlapping of their areas of interaction with the areas of advantage of tehran-beijing relations, there is a ground for neutralization. it has provided the development of cooperation between iran and china. the results show that china, in line with balancing with the united states, and the arab countries of the region, in line with balancing with iran, are advancing this process of developing cooperation, but this development will probably have serious negative effects for iran's interests.
