طراحی مدل ارتقای کارآمدی نمایندگان مجلس شورای اسلامی

از آنجایی که نمایندگی مجلس شورای اسلامی از جایگاه بسیار مهمی در ساختار حکومت جمهوری اسلامی ایران برخوردار بوده و حساسیت‌های بالایی بر کنش و رفتار نمایندگان مجلس وجود دارد و هرساله بازتاب‏های مثبت و منفی متعددی از رفتار و عملکرد نمایندگان مجلس مشاهده می‏گردد که برخی از این رفتارها، غیرحرفه‏ای و ناشی از ناآگاهی، برخی غیراصولی و همراه خشونت و به‏دور از شانیت و اخلاقیت بوده که استمرار و تکرار این رفتارها ازیک‌سو، می‌تواند موجب تضعیف جایگاه مجلس در میان آحاد ملت و از سوی دیگر، افتادن بهانه به دست دشمنان انقلاب گردد، این پژوهش که از لحاظ هدف، کاربردی می‏باشد، به منظور توسعه و ارتقای سطح کارآمدی و رفتار حرفه‏ای شخصیت‏های سیاسی مهمی چون نمایندگان مجلس، با هدف شناخت و تعیین مولفه‏های مدل ارتقای کارآمدی و ارائه‏ی الگوی عملی جهت آموزش به نمایندگان مجلس شورای اسلامی، به روش ترکیبی (روش آمیخته) از نوع اکتشافی (کیفی-کمّی) و به انجام رسیده و با استفاده از نظرات و دیدگاه‏های 30 تن از نمایندگان دوره‏های مختلف مجلس شورای اسلامی و 15 تن از صاحب‏نظران و متخصصان در زمینه طراحی مدل آموزش اخلاق حرفه‏ای، از طریق مصاحبه‌های نیمه‌ساختاریافته، اقدام به کشف و دسته‌بندی 108 مولفه‏ی کارآمدی به عنوان اخلاق حرفه‏ای در انجام تکالیف نمایندگی مجلس شورای اسلامی در 10 بُعد کرده و در نهایت، ضمن نظرسنجی از تعداد 165 تن از نمایندگان مجلس شورای اسلامی در قالب پرسشنامه در جهت تایید مولفه‌ها و ابعاد به‏دست آمده، مدلی به منظور آموزش این مولفه‏ها به نمایندگان مجلس طراحی گردید. 

designing a professional ethics training model for the representatives of the islamic consultative parliament

since the representation of the islamic council has a very important place in the structure of the government of the islamic republic of iran and there are high sensitivities on the actions and behavior of the members of the parliament, and every year there are many positive and negative reflections of the behavior and performance of the members of the parliament. some of these behaviors are unprofessional and due to ignorance, some are unprincipled and accompanied by violence and are far from dignity and morality. to be used as an excuse by the enemies of the revolution, this research, which is practical in terms of its purpose, in order to develop and improve the level of performance and professional behavior of important political figures such as parliamentarians, with the aim of identifying and determining the components of the education model professional ethics and presentation of a practical model for training the representatives of the islamic council, in a combined method (mixed method) of the exploratory type (qualitative-quantitative) and was carried out using the opinions and views of 30 representatives of the course. different members of the islamic council and 15 experts and experts in the field of professional ethics education model design, through semi-structured interviews, tried to discover and categorize 108 components of the professional ethics of the representation of the islamic council in 10 fields and finally, while surveying 165 members of the islamic council in the form of a questionnaire to confirm the components and dimensions obtained, a model was designed to teach these components to the members of the parliament.
