سیاستگذاری مطلوب مهاجرت و حضور مهاجرین افغان در ج.ا.ا

مکاتب اجتماعی ، اقتصادی و سیاسی بر تاثیر دوگانه مثبت و یا منفی مهاجرت و دیاسپورا بر اقتصاد و امنیت کشور مبداء و مقصد ، اجماع و نگاهی تک ساحتی را در خصوص حضور مهاجرین برای کشورهای مقصد ، مردود می شمارند از طرفی تاکید مکاتب مذکور ، حضور مهاجرین و جامعه دیاسپوریک به عنوان یکی از عوامل توسعه کشور مقصد است به طوریکه بسیاری از آنها بر یکی از نحله های جدید توسعه یعنی توسعه دیاسپورا محور در کشورهای در حال توسعه اعتقاد دارند . در این راستا ، حضور مهاجرین افغان که اکثراً دیاسپورای کار را تشکیل می دهند یکی از دغدغه های ااقتصادی - اجتماعی ج.ا.ا در دهه های اخیر بوده که چهره تهدید/ فرصتی برای سیاست های اجتماعی کشور به دنبال خواهد داشت. بنابراین و به مانند بسیاری از کشورهای مهاجر پذیر در دنیا که مهاجرت و دیاسپورا را مهندسی می نمایند ، نیاز به خط مشی گذاری مطلوب در خصوص بحران مهاجرین افغان در کشور و استفاده مطلوب از این ظرفیت ، ضرورتی انکار ناپذیر است . این تحقیق علاوه بر مبانی مستدل نظری در خصوص ظرفیتهای مهاجرین افغان که در ادامه مطالعات مرتبط با حوزه پژوهشی محقق در خصوص دیاسپورا و جوامع دیاسپوریک قرار دارد ، ضمن تبارشناسی سیاستگذاری مهاجرت در صدد تبیین و تفسیر عرصه های تهدید/ فرصت گونه مهاجرین افغان در ساختارهای اجتماعی / اقتصادی ج.ا.ا است .روش شناسی این پژوهش بر مبنای مکاتب اقتصاد سیاسی و جامعه شناسی دیاسپورا و روش تحقیق نیز تحلیلی/ توصیفی می باشد.

Good immigration policy and presence of Afghan refugees in the Islamic Republic of Iran

Social, economic and political schools reject the dual positive or negative impact of migration and diaspora on the economy and security of the country of origin and destination, rejecting the consensus and onesided view on the presence of immigrants for destination countries. And the diaspora community is one of the factors in the development of the destination country, so that many of them believe in one of the new trends of development, namely diasporabased development in developing countries. In this regard, the presence of Afghan refugees, who mostly constitute the labor diaspora, has been one of the socioeconomic concerns of the Islamic Republic of Iran in recent decades, which will be a threat / opportunity for the countrychr( #39;39 #39;)s social policies. Therefore, like many migrant countries in the world that engineer migration and diaspora, the need for good policy on the Afghan refugee crisis in the country and the optimal use of this capacity is an undeniable necessity. In addition to sound theoretical foundations on the capacities of Afghan immigrants, this study is a continuation of studies related to the researcherchr( #39;39 #39;)s research field on the diaspora and diaspora communities. / Economics of the Islamic Republic of Iran. The methodology of this research is based on the schools of political economy and sociology of the diaspora and the research method is analytical / descriptive.
