الکترونیکی شدن انتخابات و گذار به دموکراسی مطالعه تطبیقی پیامدهای این فرآیند در ایالات متحده و ایران

در هر کشوری، یکی از علائم حرکت به سمت دموکراسی، گرایش به انتخابات و ایجاد امنیت و شفافیت در انتخابات است.خاستگاه نظام‌های سیاسی، نقش مردم در سیاست و حکومت، فرایند و میزان اثرگذاری شهروندان در تصمیمات سیاسی و در نهایت نظام‌های انتخاباتی در کشورها عناصری است که مختصات »انتخابات « را مشخص می‌کند. انتخابات الکترونیکی شامل ابزار‌های الکترونیکی است که برای اخذ و شمارش آراء به کار می‌روند. هدف از پژوهش حاضر، بررسی تطبیقی پیامدهای فرآیند انتخابات الکترونیک در ایالت متحده و جمهوری اسلامی ایران است. در این پژوهش از روش کتابخانه ای برای جمع آوری اطلاعات استفاده شد.پرسشی که در پژوهش مطرح می شود، این است که الکترونیکی شدن انتخابات چه تاثیری در دموکراتیزاسیون دارد؟ لذا دو فرضیه در این بحث مطرح می شود: 1. انتخابات الکترونیکی در آمریکا به دلیل توسعه یافتگی سیاسی و ساخت دموکراتیک تاثیر چندانی بر کیفیت و گسترانگی دموکراسی ندارند. 2. در ایران؛ الکترونیکی شدن فرآیند انتخابات به دلیل افزودن بر امنیت انتخابات، تسهیل آن و شفاف سازی می تواند در فرآیند گذار به دموکراسی تاثیر مثبتی معنا دار داشته باشد. یافته های پژوهش، فرضیات مطرح شده را تایید کردند. نتایج نشان داد که اگر در جمهوری اسلامی ایران روند انتخابات الکترونیک اجرا شده و سرعت بگیرد، می تواند علاوه بر اینکه امنیت را افزایش می دهد، شفافیت و اعتماد را نیز به همراه داشته باشد.

Electronic elections and the transition to democracy (a comparative study of the consequences of this process in the United States and Iran)

In any country, one of the signs of moving towards democracy is the tendency towards elections and creating security and transparency in elections. The origin of political systems, the role of people in politics and government, the process and degree of influence of citizens in political decisions and finally electoral systems in countries. It is the elements that determine the coordinates of the election . Eelections include electronic tools used to collect and count votes. The purpose of this study is to compare the consequences of the eelection process in the United States and the Islamic Republic of Iran. In this research, the library method was used to collect information. The question that arises in the research is what effect does electronic elections have on democratization? Therefore, two hypotheses are raised in this discussion: 1. Eelections in the United States have little effect on the quality and extent of democracy due to their political development and democratic structure. 2. In Iran; Electronic process of elections due to increasing the security of elections, its facilitation and transparency can have a significant positive effect on the process of transition to democracy. The research findings confirmed the hypotheses. The results showed that if the eelection process is implemented and accelerated in the Islamic Republic of Iran, it can not only increase security, but also bring transparency and trust.
