واکاوی علل و انگیزه‌های تغییر ساختار سیاسی ترکیه

علیرغم اینکه حزب اسلامی عدالت و توسعه که از سال 2003 در مسند قدرت بوده ولی همواره با چالش هایی از طرف برخی جنبش ها و نهادهای امنیتی و نظامی مواجه بوده است. اردوغان رهبر این حزب برای تضعیف مخالفان و تحکیم قدرت و تضمین سلطه طولانی مدت خود در صحنه سیاسی ترکیه دست به اصلاح قانون اساسی و تغییر ساختار سیاسی این کشور زد که با مخالفت هایی از طرف برخی از احزاب سیاسی و مردم شهرهای بزرگ ترکیه مواجه گردید. مخالفین تغییر ساختار سیاسی، اردوغان و حزب او را متهم به تلاش برای پیاده کردن برخی از اصول اسلامی اخوان المسلمین و نادیده گرفتن لائیسته و اصول کمالیستی ترکیه نمودند. ما در این تحقیق بدنبال واکاوی این مسئله هستیم که کدام عوامل و انگیزه هایی سبب گردیدند تا دولت اردوغان دست به تغیییر ساختار حکومتی ترکیه بزند؟ در پاسخ به این سوال، فرضیه ای که مطرح می گردد این است که شکاف بین نهادهای سکولاریسم و مذهبی متفاوت با حزب اسلامگرای عدالت و توسعه آنقدر عمیق و گسترده شده بود که دیگر از دوره اختلافات کنترل شده عبور و به مرحله تهدید رسیده بود. برای پرهیز از این تهدیدات دولت اردوغان می باید تغییرات مهمی در قانون اساسی در راستای تحکیم قدرت خود ایجاد می کرد. روش تحقیق در این مقاله توصیفی تحلیلی و بر اساس گردآوری داده ها از منابع کتابخانه ای و تحقیقات پیشین و با استفاده از نظریه سازه انگاری می باشد.

Analysis the Causes and Motivations of changing Turkish Political Structure

Although the Islamic Party of Justice and Development in Turkey has been in power since 2003 but it has always faced challenges from military and some other movements. In order to weaken the opposition and consolidate power and to secure its longterm dominance on the Turkish political scene, the leader of the party, Erdogan, has amended the constitution and changed Turkish political structure from parliamentary to presidential system, which has faced opposition from some political parties and the secular and democratic people in major cities. The opposition accused Erdogan and his party of trying to implement some of the Muslim Brotherhoodchr('39')s Islamic principles and ignore Turkeychr('39')s secularist and Kemalist principles. In this research, we seek to investigate what factors and motives led Erdoganchr('39')s government to change Turkeychr('39')s political structure. In response to this question, the hypothesis raised is that the gap between secularism and religious institutions are so deep that it had now passed through a period of controlled conflict to a threat phase. To avoid these threats, the Erdogan government had to make significant changes to the constitution to consolidate its power. The research method in this paper is descriptiveanalytical and based on data collection from library sources and the research is using constructivism theory.
